ACFT MAINT DISCREPANCY DURING SCHEDULED MAINT ACTIVITY. FUEL HEAT VALVE WIRED OPEN VERSUS ENG ANTI-ICE VALVE. INFLT ENG SHUTDOWN AND ACFT DIVERSION TO ALTERNATE AFTER DEP.

Narrative

UPON ARR AT THE DEP GATE FOR FLT MCO-IAD; DURING COCKPIT PREFLT; I NOTICED THE L ENG ANTI-ICE VALVE #1 ENG WOULD NOT OPEN. THE DISCREPANCY WAS ENTERED IN THE LOGBOOK AND MAINT MEL'ED THE WRITE-UP BY WIRING THE ASSOCIATED VALVE OPEN. AFTER START-UP AND TAXI OUT TO RWY 17; I NOTICED THE #1 FUEL HEAT (BLUE) LIGHT ON. AS I HAD NOT TURNED THIS SWITCH ON DURING PREFLT AND THE LIGHT WOULD NOT RESPOND TO REPEATED SWITCH POS CHANGES; I ASSUMED THE VALVE WAS IN THE CLOSED POS. SOON AFTER TKOF FROM MCO; THE #1 OIL TEMP BEGAN TO RISE AND REACHED THE YELLOW BAND WITHIN 2-3 MINS. BOTH PLTS BEGAN TROUBLESHOOTING CIRCUIT BREAKERS ETC WHILE THE OTHER FLEW THE ACFT. MAINT MCO WAS NOTIFIED AND CONSULTED KEEPING IN MIND THE 15 MIN RESTR ON OIL TEMP IN THE YELLOW RANGE. DIFFERENT THROTTLE SETTINGS WERE ALSO ATTEMPTED TO NO AVAIL. AFTER THE 15 MIN LIMIT WAS REACHED; THE #1 ENG WAS SHUT DOWN VIA THE ABNORMAL CHKLIST AND APPROPRIATE EMER CHKLISTS WERE FOLLOWED. THE 'A' FLT ATTENDANT WAS BRIEFED PRIOR TO THE ACTUAL SHUTDOWN AND AN UNEVENTFUL SINGLE ENG LNDG WAS MADE AT JAX. UPON SHUTDOWN AT THE JAX GATE; A MECH INFORMED ME AFTER INSPECTING THE ENG THAT THE #1 ENG FUEL HEAT VALVE HAD BEEN WIRED OPEN INSTEAD OF THE ENG ANTI- ICE VALVE.
