DEPARTED VNY ON AN IFR DEP CLRNC TO CHINO CA. PRIOR TO OUR DEP; WE WERE GIVEN ATC CLRNC TO CHINO; CA; TO DEPART VNY ON THE GLENDALE 7 SID TO INTERCEPT V186 TO PARADISE VOR DIRECT CLB AND MAINTAIN 4000 FT. AFTER RELEASE FROM THE TWR CTLR WE WERE TOLD TO CONTACT DEP ON SOCAL ON 124.6. AFTER CLBING 1.5 DME FROM THE VNY VOR WE TURNED L TO 110 DEGS CLBING TO 4000 FT MSL. AFTER INITIALLY CONTACTING SOCAL DEP WITH THE CALL UP OF 'GOOD MORNING SOCAL CLBING THROUGH 1100 FT MSL TURNING L TO 110 DEGS;' SOCAL ACKNOWLEDGED XYZ 'AFFIRMATIVE.' AFTER APPROX 90 SECONDS WE QUERIED SOCAL ABOUT MAINTAINING THE 110 DEG HDG. SOCAL REPLIED TO 'TURN L TO 030 DEGS AND INTERCEPT V186.' AFTER TURNING TO THIS HDG FOR APPROX 2-3 MINS; OUR NAV EQUIP SHOWED US INTERCEPTING V186 AIRWAY. THE EQUIP USED TO FIX THE AIRWAY WAS A KING BENDIX GPS 90B; KNS-81 RNAV; KING-165 NAVCOM; AND ARGUS 5000 MOVING MAP DISPLAY. WE TURNED THE ACFT TO A HDG OF APPROX 110 DEGS INTERCEPTING V186. WITHIN 45 SECONDS INTERCEPTING THIS HDG THE SOCAL CTLR INSTRUCTED XYZ TO RETURN TO THE 030 DEG HDG. AS WE WERE MAKING THE TURN CTLR INSTRUCTED US TO TURN R TO 270 DEGS FOR A TFC ALERT. WE RESPONDED THAT WE WERE IN IMC AND CONTINUED THE TURN TO 270 DEGS. UPON REACHING APPROX 180 DEGS INTO THE TURN WE WERE INSTRUCTED TO TURN L BACK TO 030 DEGS TO REJOIN V186 AND RESUME OWN NAV; CONTINUE THE CLB AND REDUCE THE SPD TO 100 KTS; AND SIMULTANEOUSLY TOLD US TO CONTACT SOCAL ON 135.05; WHICH XYZ COMPLIED WITH. THE CTLR ON 135.05 INSTRUCTED XYZ TO MAINTAIN 100 KIAS. WE COMPLIED WITH THE REQUEST. AFTER A COUPLE OF MINS WERE TOLD TO INCREASE OUR INDICATED AIRSPD TO 130 KIAS. WE COMPLIED WITH THE REQUEST AND CONTINUED ALONG V186 TOWARDS PARADISE VOR. BEFORE ARRIVING AT PARADISE VOR WE WERE TOLD TO CONTACT SOCAL ON 135.4. UPON ESTABLISHING INITIAL CONTACT WITH THE SOCAL CTLR WE REQUESTED MULTIPLE APCHS INTO CHINO; CA. WE WERE INSTRUCTE D IF WE WANTED MULTIPLE APCHS WE WOULD HAVE TO DO THEM IN VFR CONDITIONS. UPON RECEIVING THIS INFO XYZ CANCELED IFR. WE WERE THEN INSTRUCTED TO DSND AND MAINTAIN 3500 FT MSL AND DEPART THE PARADISE VOR ON THE 110 DEG HDG. AFTER RECEIVING THIS INSTRUCTION WE CONDUCTED MULTIPLE APCHS INTO THE CHINO; CA; ARPT. UPON THE CONCLUSION OF THESE APCHS WE REQUESTED VFR TO BERMUDA DUNES ARPT AT 9500 FT MSL. UPON BEING HANDED OFF TO SOCAL ON FREQ 119.65 WERE INSTRUCTED TO CALL. UPON LNDG AT BERMUDA DUNES ARPT WE DIALED THE NUMBER AND SPOKE TO THE SOCAL AREA MGR. HE INFORMED US HE WOULD CALL US WITHIN 10 MINS AND WE GAVE HIM A LCL TELEPHONE NUMBER TO CONTACT US. AT APPROX XC05 PM; MGR CALLED US BACK INFORMING US OF A CONFLICT ON OUR DEP FROM VNY. HE SAID 'IT LOOKS LIKE I WILL HAVE TO FILE A PLTDEV RPT.' WE EXPLAINED THE AFOREMENTIONED EVENTS AND HE SAID; 'HE WOULD GET BACK TO US AFTER HE SPOKE WITH THE CTLR; HIS SUPVR; AND THE QUALITY ASSURANCE PEOPLE.' APPROX 15 MINS LATER; HE CALLED BACK AND STATED THAT IT APPEARED THAT WE HAD TURNED EVEN FURTHER S THEN V186 AND WE REPLIED THAT WE WERE FOLLOWING THE INSTRUCTIONS TO TURN R TO 270 DEGS. HE STATED THAT HE WAS GOING TO LISTEN TO THE TAPES AND GET BACK TO US. APPROX 15 MINS LATER MGR CALLED BACK TO STATE THAT HE WOULD HAVE TO DO A COMPUTER RADAR ANALYSIS OF OUR HDGS. I TOLD HIM I NEEDED TO KNOW IF THEY PLANNED TO SUBMIT A VIOLATION BECAUSE I AM A PROFESSIONAL PLT AND NEED TO TAKE APPROPRIATE ACTIONS. HE STATED HE WOULD TRY TO GET BACK TO US TODAY.
