Narrative
CLE GND CTLR INSTRUCTED US TO TAXI TO RWY 23R. WE PROCEEDED VIA TXWY J. ABOUT HALFWAY TO THE RWY; THE GND CTLR INSTRUCTED US TO TAXI TO RWY 28. I INQUIRED IF THAT WOULD BE OUR DEP RWY AND HE INDICATED 'NO;' THAT OUR DEP WOULD STILL BE ON RWY 23R. WE CONTINUED TO TAXI TO RWY 28. UPON REACHING TXWY W THE CAPT ASKED THE GND CTLR IF HE WANTED US TO CONTINUE TO THE END OF TXWY W TO RWY 28. FIRST THE CTLR SAID 'NO;' THEN SAID 'CONTINUE ON TXWY W; TURN L ON RWY 28; AND HOLD SHORT OF TXWY U ON RWY 28.' THE CAPT COMPLIED. UPON REACHING TXWY U ON RWY 28; THE GND CTLR ISSUED US THE INSTRUCTION; 'ACR X; FOLLOW ACR Y AHEAD AND MONITOR TWR.' THE ACR Y PROP ACFT; WHICH WAS ON RWY 28; ALSO TAXIED TO RWY 23R VIA TXWY Z. HE CROSSED RWY 23L AND DEPARTED ON RWY 23R. WE SWITCHED TO TWR FREQ AND BEGAN OUR TAXI TO RWY 23R VIA RWY 28 AND TXWY Z. UPON MAKING THE R TURN ONTO TXWY Z FROM RWY 28 WHERE THE HOLD SHORT LINE FOR RWY 23L IS LOCATED; WE BOTH LOOKED TO OUR R TO SEE IF ANY TFC WAS COMING IN TO LAND ON RWY 23L; BEFORE WE CROSSED IT AND A FALCON 20 STREAKED PAST US LNDG ON RWY 23L. WE STOPPED IMMEDIATELY AND VERIFIED WITH THE TWR THAT WE WERE STILL CLRED TO RWY 23R AND HE CONCURRED WITH A 'CLR FOR TKOF ON RWY 23R.' WE ASKED FOR THE PHONE NUMBER OF THE TWR AND CALLED LATER. THEY WERE NOT AWARE THERE HAD BEEN A PROB. WE WERE NEVER ISSUED A 'HOLD SHORT OF RWY 23L' CLRNC. HAD IT NOT BEEN FOR OUR VIGILANCE OUTSIDE; AN ACCIDENT MIGHT HAVE HAPPENED. THE INTXNS OF THESE RWYS; AND THE WAY THEY ARE CTLED; ARE VERY UNSAFE.
