THE C210 MADE A SHORT 180 DEG TURN ON THE RWY AND CLRED IT AT TXWY C. THE TWR CTLR WAS UPSET AND HAD THE PLT CALL THE TWR FROM THE FBO. IF THE ACFT HAD CONTINUED STRAIGHT AHEAD HE WOULD HAVE HAD TO GO ANOTHER 1700 FT TO CLR THE RWY; AS IT WAS HE WAS OFF THE RWY IN 300 FT.

ACFT WAS CLRED FOR TKOF ON RWY 23. PLT ABORTED AND WITHOUT CLRNC MADE A 180 DEG BACK TO A TXWY ABOUT 300 FT FROM WHERE HE DID THE 180 DEG AND EXITED. PLT SAID HE HAD NO AIRSPD INDICATION AND COULD NOT CALL THE TWR; BUT DID TRY WITHOUT A RESPONSE FROM THE TWR. I HAVE CHKED THE AIM AND IT SHOULD BE MORE CLR AS TO THE FACT THAT A 180 DEG ON THE RWY REQUIRES APPROVAL. I COULD HAVE HAD AN ACFT ON FINAL WITHOUT PLTS KNOWLEDGE. NEED MORE BE SAID ABOUT HOW SEVERE THIS COULD HAVE BEEN? SUPPLEMENTAL INFO FROM ACN 357230: I WAS DEPARTING ON AN IFR FLT PLAN FROM CAK TO OSU. DURING THE TKOF RUN; WHILE STILL ON THE RWY; I NOTED THAT I HAD ZERO AIRSPD INDICATION. THIS LATER TURNED OUT TO BE CAUSED BY WATER IN THE STATIC SYS. I ABORTED THE TKOF AND IMMEDIATELY ATTEMPTED TO NOTIFY CAK TWR THAT I HAD ABORTED. APPARENTLY MY MIKE BUTTON ON THE YOKE WAS NOT ACTIVATING; AS TWR APPARENTLY DID NOT HEAR MY ANNOUNCEMENT. I REPEATED IT AND WAS NOT HEARD AGAIN. BY THIS TIME I HAD STOPPED THE ACFT. BEING UNABLE TO CONTACT THE TWR; I MADE A 180 DEG TURN TO TAXI BACK ON THE RWY (RWY 23) TO TXWY C; WHICH WAS THE CLOSEST EXIT FROM THE RWY TO WHERE I HAD STOPPED. IT WAS MY JUDGEMENT THAT THIS WAS THE FASTEST WAY TO EXIT THE RWY. DURING THE BACK TAXI ON THE RWY I HEARD TWR CALL ME AND UNSUCCESSFULLY ATTEMPTED TO RESPOND. AFTER THE SECOND CALL FROM THE TWR MY RESPONSE WAS HEARD. WHILE RETURNING TO THE FBO; I WAS ASKED TO TELEPHONE THE TWR. WHEN ASKED MY INTENTIONS; I RESPONDED I WANTED TO TAXI BACK; SINCE I HAD NO AIRSPD INDICATION. I INTENDED THAT TO MEAN RETURN TO THE FBO; BUT ATC APPARENTLY THOUGHT I WAS RETURNED TO THE RWY BEGINNING; BECAUSE THEY LATER ASKED ME IF I WAS RETURNING TO RWY 23. I DON'T BELIEVE I VIOLATED ANY REGS. I BELIEVE ALL OF MY ACTIONS WERE IN THE BEST INTEREST OF SAFETY. THE CTLRS SEEMED TO BE UPSET THAT I STOPPED ON THEIR RWY AND WAS UNABLE TO IMMEDIATELY COMMUNICATE WITH THEM.
