NMAC ON PARALLEL APCH. RPTR ACFT CLRED FOR VISUAL ON CTR RWY; INTRUDER ACFT CLRED FOR THE L RWY. TFC LNDG ON L ENCROACHED INTO RPTR ACFT APCH PATH REQUIRING A GAR. TCASII PROVIDED THE FLC RA AND TARGET; BUT NO INFO FROM APCH OTHER THAN TFC; WHICH RPTR FLC COULDN'T SEE DUE TO SUN GLARE.

Narrative

APCHING DFW FROM THE NE; WE WERE PUT ON A 10000 FT DOWNWIND FOR RWY 35C AND TOLD TO EXPECT AN 8 MI FINAL ON BASE LEG AT 8000 FT; CLRED FOR VISUAL. ABOUT 7 MI OUT ON ANGLING BASE TO FINAL; TOLD TO MAINTAIN 5000 FT AND 200 KTS AND ADVISED OF TFC ON VISUAL FOR RWY 35L OFF OUR L. WE DID NOT SEE TFC BUT WERE RECLRED FOR VISUAL AND TOLD TO CONTACT TWR. STARTED TO SLOW AND DSND. SAW TFC ON TCASII INDICATING 500 FT BELOW AND APPROX 1 MI TO OUR L. CAPT IS UNABLE TO SEE TFC VISUALLY DUE TO GLARE FROM SUN. I ADVISE CAPT THAT WE ARE CONVERGING; FOLLOWED BY A TCASII RA 'DON'T DSND COMMAND' AND A 'CLB; CLB NOW' COMMAND. DURING THIS TIME TARGET HAD MOVED ALMOST DIRECTLY BELOW US INDICATING -300 FT. WE FOLLOWED TCASII COMMANDS AND EXECUTED A GAR AT APPROX 2500 FT ON A 5 MI FINAL. DURING ENTIRE TIME WE WERE ON RWY 35C LOC. WE DO NOT KNOW WHY WE WERE PUT INTO THIS SIT BY ATC. WE WERE ESSENTIALLY CLRED FOR A VISUAL; ADVISED OF TFC ON THE PARALLEL RWY; AND THE TFC WAS CLOSE ENOUGH TO TRIGGER AN RA. OUR GAR WAS FOLLOWED BY A NORMAL APCH AND LNDG.
