PIC OF F100 REQUESTS LONGER RWY ACCOUNT RWY CONDITION SNOW ICE; BRAKING CONDITION FAIR POOR.

Narrative

ATC FACILITY: MSP APCH CTL. LOCATION: MSP. WX RPTED AT MSP 170 DEGS; 10 KTS; 1 1/4 MI VISIBILITY; SN BR RWY 11L/11R. WAS ASSIGNED RWY 11L (SHORT RWY) WITH BRAKING RPTS OF FIRST HALF FAIR; SECOND HALF POOR. DUE TO MY EXPERIENCE LEVEL IN THE ACFT I REQUESTED RWY 22; A LONGER RWY FAVORING WIND. WE WERE TURNED DOWN AND WAS TOLD RWY 11L WAS OUR RWY. I THEN REQUESTED RWY 11R (LONGER RWY) AND WAS TOLD NEGATIVE. I TOLD THEM I COULD NOT ACCEPT RWY 11L DUE TO OPERATIONAL CONSIDERATIONS DUE TO THE RECENT ACFT GOING OFF THE END OF SLICK RWYS. I FELT THE PRUDENT AND COMMON SENSE RWY CHOICE WAS AT LEAST THE LONGER RWY. WAS TOLD NEGATIVE THAT MY RWY WAS RWY 11L. DECLARED AN EMER FIRST REQUESTING RWY 22 AND AFTER BEING INFORMED RWY 22 WAS CLOSED WAS GRANTED RWY 11R (LONGER RWY). LNDG WAS UNEVENTFUL AND AFTER TAXIING CLR OF ACTIVE REQUESTED IF THE CREW NEEDED TO CONTACT OR SUBMIT PAPERWORK. WAS TOLD BY GND CTLR THAT THIS WAS NOT CONSIDERED AN EMER AND NO RPT WAS NECESSARY. MY PERSONAL VIEW WAS THAT WITH MY LEVEL OF EXPERIENCE I WAS BEING PUSHED INTO A CORNER WITH A NEED FOR A LONGER RWY WHICH WOULD HAVE PROVIDED US WITH THE EXTRA MARGIN OF SAFETY AND SHOULD NOT HAVE HAD TO DECLARE AN EMER TO GET IT.
