Narrative
AT XA45 LCL; I ISSUED TKOF CLRNC TO CESSNA (NGA X). SHE ACKNOWLEDGED THE CLRNC. THIS WAS THE LAST COMS I HAD WITH THIS ACFT. AFTER NUMEROUS ATTEMPTS TO RAISE THE ACFT; PHX DEP CTL ESTABLISHED CONTACT 5 MI OFF THE DEP END OF THE RWY. DURING THIS NORDO PERIOD; ALL DEPS OFF BOTH RWYS WERE HELD AND DELAYED. DEP CTL TURNED THE ACFT SBOUND OUT OF THE CLASS B AIRSPACE AND TERMINATED RADAR SVC. I OBSERVED THIS AND THE TARGET TURNED EBOUND. WHEN APPROX 5 MI S OF THE ARPT AT 2800 FT MSL THE ACFT TURNED NEBOUND THROUGH THE CLASS B AIRSPACE. AN INBOUND ACFT FROM THE S OVERFLEW THE TARGET AT 3000 FT MSL. APCH CTL ISSUED THE TFC PRIOR TO SWITCHING HIM TO MY FREQ. AT THIS POINT THE NORDO ACFT FLEW DIRECT TO RWY 4 AT FALCON FIELD; AN ARPT APPROX 14 NM E OF PHX. SHE DSNDED TO 1500 FT MSL; CIRCLED THE TWR TWICE AND DEPARTED THE AREA. AT NO TIME WAS THIS ACFT IN COM WITH ANY ATC FACILITY. THIS STUDENT PLT OBVIOUSLY DID NOT UNDERSTAND LOST COMS PROCS. ALSO WORTH MENTIONING; THIS SAME ACFT; AND WE BELIEVE SAME PLT; HAD PROBS TRYING TO DEPART APPROX 1 HR EARLIER. SHE HAD TROUBLE GAINING ALT AND HAD TO RETURN IMMEDIATELY FOR LNDG. THIS ARPT IS GETTING MUCH TOO BUSY FOR STUDENT PLT ACTIVITY. WE CANNOT AFFORD TO GIVE THEM THE UNDIVIDED ATTN THEY NEED.
