Narrative
I WAS THE PIC ON JAN/XX/97 THAT ENDED WITH A RWY OVERRUN AT DEST (PVC). ACFT WAS A C402C. PRIOR TO THE DEP OF FLT I CHKED WX AT PVC VIA TELEPHONE TO PVC AWOS; AND RECEIVED THE FOLLOWING RPT: 220 DEGS; 12 KTS; 3 1/2 SM; BROKEN 003 07/06 ALTIMETER 29.67. I CONSULTED THE ACFT PERFORMANCE CHARTS AND DETERMINED THAT THE FLT COULD BE OPERATED SAFELY AND WITHIN ACFT LIMITATIONS. I AGAIN CHKED WX AT PVC PRIOR TO COMMENCING THE ILS RWY 7 AT PVC. I RECEIVED THE FOLLOWING RPT: 220 DEGS; 11 KTS; 3 SM; OVCST 003 07/07 ALTIMETER 29.67. WX WAS ABOVE THE LNDG MINIMUM VISIBILITY OF 3/4 SM AND WITHIN ACFT LIMITATIONS. I CONTINUED THE APCH AND ACQUIRED THE RWY AT APPROX 250 FT AGL AND MADE A NORMAL TOUCHDOWN. AFTER TOUCHDOWN AND SUBSEQUENT APPLICATION OF BRAKES; I EXPERIENCED A STRONG; SUDDEN GUST OF WIND (R QUARTERING TAILWIND GUST). THE GUST PUSHED THE ACFT DOWN THE RWY AND PRECLUDED A GAR. BRAKING EFFECTIVENESS WAS DETERIORATED BY HYDROPLANING. I EMPLOYED MAX BRAKING TECHNIQUE TO BRING THE ACFT TO A STOP. THE ACFT OVERRAN THE RWY INTO SOFT SAND. UPON ENTERING THE SAND; THE R MAIN GEAR COLLAPSED AND THE ACFT CAME TO A STOP. NO ONE WAS INJURED. THE 4 PAX WERE DEPLANED THROUGH THE MAIN CABIN DOOR AND ESCORTED INTO THE TERMINAL. AWOS RPTS SHOW THAT SIGNIFICANT WIND GUSTS BEGAN TO OCCUR AT THE SAME TIME WE WERE ROLLING OUT FROM TOUCHDOWN. THE GUSTING WIND WAS NOT RPTED TO ME BY AWOS PRIOR TO THE APCH AND WAS THE CAUSE OF THE OVERRUN.
