RPTED SIT C500 INBOUND ON AN NDB APCH IN VMC CONDITIONS WHEN PRECEDING ACFT CLAIMS TO BREAK OFF APCH AS RPTR ACFT WAS ON TOP OF HIM. RPTR'S ACFT HAD BEEN CLRED FOR THE APCH AFTER THE AC690 RPTED CANCELING IFR.

Narrative

THE WX WAS IFR AT T18. AHEAD OF US WERE 2 ACFT; 1 ON THE APCH AND 1 HOLDING AT THE BEACON FOR THE NDB RWY 35. WE HAD BEEN ISSUED HOLDING INSTRUCTIONS AND THERE WAS 1 ACFT BEHIND US FOR THE SAME DEST. THE FIRST ACFT CANCELED IFR AT WHICH POINT THE SECOND ACFT WAS CLRED FOR THE APCH. APPROX 3-4 MINS LATER WE ENTERED THE HOLD AND THE SECOND ACFT CANCELLED; WE WERE CLRED FOR THE APCH. WE CONTINUED OUTBOUND FOR 1 1/2 MINS USING THE COURSE REVERSAL PROVIDED BY THE HOLDING PATTERN. ONCE ESTABLISHED INBOUND WE LET DOWN AND BROKE OUT OF THE OVCST AT APPROX 1000 FT AGL WITH BROKEN CLOUDS BELOW. AT 3-4 MI THE RWY WAS IN SIGHT SO WE CANCELED WHICH TOOK A COUPLE OF ATTEMPTS AS THE CTLR WAS COMMUNICATING WITH ANOTHER ACFT ON UHF. ON SWITCHING TO UNICOM WE ANNOUNCED OUR FINAL TO RWY 35 AND WERE ADVISED BY THE PREVIOUS ACFT THAT HE WAS BREAKING OFF AS WE WERE ON TOP ON HIM! I DID NOT SEE HIM. BUT THE CAPT SAW HIM TURN OFF TO THE W. HOW COULD WE BE IN THE SAME PLACE AT THE SAME TIME?! I THINK HE MAY HAVE BEEN TRYING TO HELP BY CANCELING AS SOON AS POSSIBLE; BUT IF HE DID NOT HAVE THE RWY IN SIGHT HE COULD NOT HAVE BEEN VFR. APCH SPD MAY BE A FACTOR.
