Narrative
PRIOR TO ENTRY DOOR CLOSURE; GATE AGENT CONFRONTED CAPT REGARDING AN EARLIER DISCUSSION ON CLEANLINESS OF AFT LAVATORY. FLT ARRIVED AT BOI LATE SO DEP WAS ALSO LATE. AGENT INTERRUPTED CHKLIST AND DEP BRIEF. DIVERTED CREWS ATTN FROM SOPS. PUSHBACK UNEVENTFUL. COPLT REQUESTED RWY 28L AT CAPT'S REQUEST. GND CLRS FLT TO TAXI AND HOLD SHORT OF RWY 28R. DURING TAXI; COPLT LEAVES GND FREQ TO CALL OPS REGARDING WTS. OFF FREQ UNTIL READY TO TAKE THE RWY FOR TKOF. AFTER TKOF AT 500 FT; TWR NOTIFIES CREW THAT TKOF CLRNC WAS FOR RWY 28L; WHEREAS CREW TOOK OFF ON RWY 28R. TWR ALSO TELLS CREW IT WAS NOT A PROB AND THAT THERE WAS NO CONFLICT WITH OTHER TFC. FLT CONTINUES TO DEN UNEVENTFULLY. BREAKDOWN OF SOPS BEGAN AT GATE WITH THE INTERRUPTION OF THE GATE AGENT AND HIS ANGRY DEMEANOR. THIS ADVERSELY AFFECTED THE FLC'S ABILITY TO CONCENTRATE ON TASK ACCOMPLISHMENT. THE ACTIONS OF THE AGENT TO GET THE FLT OUT QUICKLY IS UNDERSTANDABLE. HOWEVER; BY CONTINUING TO ARGUE WITH THE CAPT (EVEN AFTER THE SIT OVER THE LAVATORY WAS RESOLVED BY OTHER PERSONNEL) HE ACCOMPLISHED NOTHING OTHER THAN DIVERT THE CAPT'S ATTN FROM PREFLT DUTIES (WHICH CONTINUED TO AFFECT THE CAPT'S CONCENTRATION THROUGH CRITICAL PHASES OF GND AND AIR OPS) AS WELL AS POSSIBLY SERVE HIS OWN EGO. NON FLT PERSONNEL SHOULD NOT BE ALLOWED TO 'SPOOL UP' FLC MEMBERS WHICH MAY LEAD TO A DECLINE IN PERFORMANCE. GREATER EMPHASIS NEEDS TO BE STRESSED TO SUPPORT PERSONNEL REGARDING 'CAPT'S AUTH.' THEY ALSO NEED TO BE AWARE THAT THEIR INTERACTION WITH FLCS CAN AND DO AFFECT FLC PERFORMANCE AND SAFETY. THE REQUIREMENT FOR THE COPLT TO SOMETIMES BE OFF FREQ TO CHK ON FINAL WTS XMITTED BY OPS FURTHER ADDED TO THE DISSOLUTION OF CREW BACKUPS DURING TWR RADIO XMISSIONS.
