FO RPT ON OTHER AIRLINE MGMNT MAINT POLICY PROCS AFFECT THE ACFT SVCS OF HIS SUPPLEMENTAL CARRIER. ACFT IMPROPERLY CHOCKED; BLOWN INTO OTHER ACR ACFT AFTER FLC HAD LEFT THE SCENE.

Narrative

ON FEB/XX/97 I WAS THE FO ON FLT; A FERRY REPOS FLT FROM MONTEGO BAY; JAMAICA; TO BUF; NY. PRIOR TO LEAVING MONTEGO BAY; WE NOTIFIED OUR DISPATCH THAT WE WOULD BE ARRIVING IN BUF 1 HR EARLIER THAN SCHEDULED AND TO NOTIFY CUSTOMS AND THE GND HANDLERS. WHEN WE ARRIVED IN BUF AND PROCEEDED TO THE TERMINAL; THERE WAS ONLY 1 ACR RAMP WORKER TO PARK THE AIRPLANE. HE PARKED US BTWN 2 GATES. WE ACCOMPLISHED THE PARKING AND SECURING CHKLIST AND SHUT DOWN THE APU AS PER COMPANY POLICY BECAUSE NO ONE WAS AROUND TO MONITOR ITS OP. WE THEN PROCEEDED TO CATCH OUR DEADHEAD FLT BACK TO MINNEAPOLIS. WHEN WE ARRIVED BACK IN MINNEAPOLIS WE HEARD THAT ABOUT 1 1/2 HRS AFTER WE LEFT; THE AIRPLANE WAS BLOWN BY THE WIND INTO ANOTHER AIRLINE'S ACFT. ONLY THE NOSEGEAR HAD BEEN CHOCKED. WORKING FOR A SUPPLEMENTAL CARRIER; WE HAVE TO CONTRACT OUT TO OUTSIDE VENDORS AND OTHER ACRS FOR SVCS. I HAVE NOTICED; ESPECIALLY WITH OTHER ACRS; THAT THE EMPLOYEES DON'T PARTICULARLY CARE TO WORK US. TO THEM; IT IS EXTRA WORK WHICH THEY DON'T GET PAID FOR. ALTHOUGH IT IS EXTRA WORK; I DON'T SEE WHY WE HAVE TO RECEIVE LESS THAN THE SAME EFFORT THEY PUT FORTH ON THEIR OWN AIRPLANES. IF IT WAS THEIR AIRPLANE; WOULD THERE HAVE BEEN ONLY 1 PERSON TO PARK US AND THEN ONLY CHOCK THE NOSE GEAR? MAYBE; BUT I DOUBT IT. I AM JUST TIRED OF THE ATTITUDE THAT; 'IT IS JUST A CHARTER COMPANY' AND; 'THEY DON'T REQUIRE THE SAME LEVEL OF PROFESSIONALISM.'
