Narrative

ON NOV/THU/96; I WAS FLYING MY CESSNA 414A ON AN IFR FLT IN VMC INBOUND TO LUK. I WAS CLRED FOR A VISUAL APCH AFTER BEING VECTORED FOR TFC BY APCH CTL. I WAS HANDED OFF TO THE TWR AND CLRED TO LAND ON RWY 3L. AS I WAS CONFIGURING THE ACFT FOR THE APCH AND ESTABLISHING THE R- HAND DOWNWIND LEG ON A SW HEADING SLIGHTLY PRIOR TO BEING ABEAM THE DEP END OF THE RWY; A SINGLE ENG CESSNA PASSED UNDERNEATH ME EBOUND. THE TWR HAD NOT INFORMED ME OF THE TFC NOR INFORMED THE SINGLE ENG ACFT OF MY POS. I CALLED THE TWR AND SAID; 'I DON'T KNOW IF YOU ARE TALKING TO HIM BUT A HIGH WING CESSNA JUST FLEW UNDER ME.' WE WERE BOTH IN THE CTL ZONE YET NEITHER OF US WERE INFORMED OF THE OTHER'S POS BY THE TWR. AFTER LNDG AND ONCE ON GND CTL; I QUERIED THE CTLR AS TO WHETHER THEY HAD BEEN TALKING TO THE SINGLE ENG CESSNA WHEN IT FLEW UNDER ME. THE CTLR INDICATED THAT AN ACFT HAD DEPARTED PRIOR TO MY ARR; EBOUND; AND THAT IT WAS PROBABLY HIM. I INDICATED THAT THE TFC SURPRISED ME BECAUSE I WAS UNAWARE OF ITS PRESENCE. TA'S FROM THE TWR WOULD CERTAINLY CONTRIBUTE POSITIVELY TOWARD AIR SAFETY IN THE CTL ZONE. ALSO; WE PLTS MUST EXERCISE VIGILANCE EVEN IN CTLED AIRSPACE IN VMC TO AVOID OTHER TFC. I ASSUMED THE TWR WOULD ADVISE ME OF ANY TFC THAT COULD BE OF POTENTIAL CONFLICT IN CTLED AIRSPACE BUT I GUESS I WAS WRONG.
