NMAC RPTED BTWN SABERLINER ON TKOF CLB AND A CPR AC69 ON A VISUAL APCH. POTENTIAL CONFLICT. POSSIBLE LTSS.

Narrative

ON VISUAL APCH IN MODERATE TURB; WITH LIGHT TO MODERATE SNOW SQUALLS; THE VISIBILITY WAS POOR WITH THIS APCHING SNOW SQUALL AND ACFT WAS TAKING OFF ON RWY 19. I HAD A NEAR MISS AT TEB. THE ACFT WAS A SABERLINER TAKING OFF ON RWY 19 AND I WAS ENTERING S OF THE FIELD DOWNWIND. THE SABERLINER PASSED UNDER ME ABOUT 500 FT BELOW. HE WAS NOT ON TWR FREQ AT THIS TIME AND I WAS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE ACFT WAS A CPR AC690A. RPTR HAD BEEN TOLD OF THE SABERLINER TKOF AND HAD THE ACFT IN SIGHT. RPTR INDICATED THAT HE MAY HAVE BEEN INSTRUCTED TO CROSS THE ARPT AT 2000 FT AND ENTER THE L TFC PATTERN. RPTR DOES NOT KNOW IF THE SABERLINER HAD AN ALT RESTR ISSUED BY THE TWR. RPTR ESTIMATED HIS ALT AT ABOUT 1700-1800 FT WHEN THE SABERLINER PASSED BELOW THEM. NO EVASIVE ACTION WAS TAKEN. RPTR WAS CALLED AT HIS MOTEL BY THE TWR TO ASK IF HE HAD THE SABERLINER IN SIGHT AND WAS TOLD THAT THE FLC OF THE SABERLINER WERE UPSET ABOUT THE AC69'S POS/ALT. RPTR WAS CALLED A SECOND TIME AND TOLD HE MAY HEAR FROM THE FAA REGARDING THE INCIDENT. RPTR ESTIMATED THEY WERE ABOUT 1/4 MI S OF RWY 19 WHEN THE SABERLINER PASSED.
