SLOW RATE OF TURN BY DEP TFC; A CORPORATE JET OUT OF MDW; EXCEEDS THE DME LIMIT ON THE SID DEP PROC.
Narrative
PRIOR TO TKOF WITH AN EFIS ACFT WE ALWAYS GET THE COMMAND BARS TO TKOF AND GAR; HEADING; AND ALT SELECT. SOMEWHERE DURING TAXI OUT THE GAR MODE BECAME DESELECTED. DURING THE TKOF AND INITIAL CLB I DISCOVERED THAT THE GAR MODE WAS NOT SELECTED AND SELECTED IT. THIS HOWEVER CAUSED THE HEADING SELECT MODE TO BECOME DISCONNECTED. THE COMMAND BARS DISAPPEARED JUST ABOUT THE TIME I WAS STARTING A R TURN TO A HDG OF 110 DEGS MAGNETIC. THE FLAPS WERE BEING RETRACTED TO 10 DEGS AND PITCH WAS CHANGING. I REDUCED THE BANK OF ACFT TO BTWN 10 DEGS AND 15 DEGS GOT HEADING MODE BACK AND SELECTED 110 DEG HDG. WITH A STRONG SW WIND WE EXCEEDED OUR 4 MI LIMIT TO MAKE OUR TURN. WE GOT TO 4.9 MI FROM MIDWAY ARPT. WE DEPARTED ON RWY 31C. WE DID NOT BREAK ANY ALTS. IN RETROSPECT -- I SHOULD HAVE VERIFIED THE GAR MODE ON LINE UP AND WITH THE LOW CEILING; HAD THE COPLT MAKE THE INITIAL HEADING SELECTION. SUPPLEMENTAL INFO FROM ACN 361443: AFTER TKOF AT 1300 FT I TOLD THE CAPT TO TURN TO 90 DEG HDG. THE CAPT WAS SLOW TO RESPOND I THOUGHT HE WAS WAITING TO GAIN MORE SPD BEFORE HE MADE THE TURN BUT WHEN WE HAD SUFFICIENT SPD HE STILL WAS NOT TURNING AT A FAST ENOUGH RATE. THE CTLR TOLD US WE WERE 2 NM N OF THE 4 MI RESTR; OUR DME READ 4.9 NM. THE CTLR TOLD US IF WE CAN'T MEET THE RESTR OF THE SID WE MUST NOTIFY THEM. THE CAPT COULD NOT EXPLAIN WHY HE WAS SO SLOW IN MAKING THE TURN. I DID NOT TAKE CTL OF THE ACFT BECAUSE THE ACFT WAS UNDER CTL AND OTHER THAN REMINDING THE CAPT TO TURN I DID NOT THINK THERE WAS MUCH MORE I COULD HAVE DONE. I GUESS I COULD HAVE REMINDED HIM OF THE DME RESTR ON THE TURN. I WILL IF THIS SHOULD HAPPEN AGAIN. ALSO MDW IS OUR HOME BASE WHICH COULD HAVE CAUSED COMPLACENCY.
