Narrative
THE WX WAS GUSTY WINDS OUT OF THE SE AND CLR. I WAS CLRED TO ENTER A R DOWNWIND FOR RWY 8 AT FXE. I VAGUELY REMEMBER HEARING ANOTHER PLANE CLRED FOR R TFC BEFORE TURNING MY DOWNWIND. I AM ASSUMING THAT IS THE OTHER C172 MENTIONED HERE; AND HE PROBABLY WAS DOING TOUCH AND GOES. AFTER ENTERING THE DOWNWIND I STARTED TO PREPARE FOR LNDG; CARB HEAT AND LOWERED THE RPMS. WHILE STILL ALONGSIDE THE RWY THE TWR ASKED ME IF I SAW THE DUCHESS ON THE L DOWNWIND. I REPLIED 'NEGATIVE.' NEARING THE END OF THE RWY I ADDED 10 DEGS OF FLAPS; TRIMMED AND LOOKED AHEAD AND TO THE R FOR MY TFC. AT THE SAME TIME THE TWR ASKED AGAIN IF I COULD SEE THE DUCHESS. MY HEAD WAS ON A SWIVEL AND I NOTICED I WAS ABOUT 50 FT LOWER THAN THE PATTERN ALT CONTINUING AT 80 MPH. WE WERE ABOUT 1/2 MI PAST THE END OF THE RWY WHEN MY FRIEND IN THE R SEAT SAID; 'IS HE SUPPOSED TO BE THERE?' ANOTHER C172 JUST SHOWED UP ABOVE MY L WING. HE WAS PASSING ME ABOUT 100- 200 FT AWAY. JUST THEN THE CTLR (I BELIEVE) ASKED HIM IF HE KNEW HE PASSED ME AND CONTINUED TO CHEW HIM OUT APPROPRIATELY. HE PROBABLY WAS DOING 100 MPH. I WAS CLRED TO FOLLOW THE DUCHESS FOR LNDG. THE CTLR LET THE OTHER PLT KNOW HOW DANGEROUS HIS ACTION WAS A COUPLE MORE TIMES. THE ONLY THING I KNOW ABOUT THE OTHER PLT WAS THAT HE HAD A STRONG ACCENT AND MAY HAVE BEEN A STUDENT. WE HAVE MANY STUDENTS HERE. THE SIT COULD HAVE BEEN MUCH WORSE HAD I CORRECTED FOR MY LOSS OF ALT. I DID NOTICE BEFORE I COULD CLEAN UP THE PLANE; PAST THE CLR LINE; A PLANE PASSED BY ME RATHER FAST. IT WAS PROBABLY THE SAME FELLOW ON A FAST LNDG.
