FLC OF AN WDB FAILED TO MAKE DSCNT XING RESTR ALT DUE TO TRYING TO PROPERLY PROGRAM THE FMS. THEY REALIZED TOO LATE THAT THEY WOULD NOT MAKE IT AND PUT OUT SPD BRAKES TO ATTEMPT TO GET DOWN IN TIME. THEY DID NOT MAKE IT.

Narrative
WE WERE AT CRUISE ALT (FL310 OR FL330? CANNOT REMEMBER) WHEN WE WERE INSTRUCTED BY ZME TO INTERCEPT THE MEM VOR 225 DEG RADIAL TO WALET INTXN (SEE 'AIRSPACE/LOCALE' ABOVE FOR LOCATION) AND WERE GIVEN AN ALT TO CROSS WALET AT 10000 FT. WE WERE APCHING MEM FROM THE W. THE CAPT WAS HAVING DIFFICULTY IN PROPERLY INSERTING THE RADIAL INTO THE FMS; SO I WAS MONITORING HIS ACTIONS. I WAS THE PF. AFTER A COUPLE OF MINS; WE BOTH AGREED THAT THE FMS WAS LOADED PROPERLY; BUT WE WERE ONLY 57 MI FROM MEM AND I REALIZED THAT WE WERE TOO HIGH TO MAKE WALET AT 10000 FT. WE STARTED DOWN IMMEDIATELY WITH FULL SPD BRAKES AND I ADVISED THE CAPT TO LET MEM APCH/CTL KNOW THAT WE MIGHT NOT BE ABLE TO MAKE THE ALT CONSTRAINT. GIVEN THIS BUSY TIME; I CAN'T SAY I RECALL HIM MAKING THAT XMISSION. WE CROSSED OVER WALET SOMEWHERE BTWN 10500 FT TO 11000 FT AS I VAGUELY REMEMBER. I'M NOT REALLY SURE IF WE WERE IN VIOLATION; BUT WANTED TO FILL THIS OUT JUST IN CASE. THIS SIT COULD HAVE BEEN AVOIDED IF WE WOULD HAVE PAID MORE ATTN TO OUR LOCATION ('SITUATIONAL AWARENESS') AND LESS ATTN TO OUR FMS.
