RPTR IN A C172 WAS CONDUCTING AN NDB APCH UNDER A 600 FT CEILING. A BARON APCHING THE ARPT WITH NO FLT PLAN CUT THEM OFF ON FINAL APCH.

Narrative

I WAS ACTING AS PIC OF A C172P. I EXECUTED THE NDB TO RWY 35 AT F28; OK. MY 2 PAX WERE VISUALLY LOOKING FOR THE ARPT AS I REMAINED ON THE GAUGES. AS I NEARED THE MDA AND AT ALMOST THE SAME TIME PAX #1 EXCLAIMED 'THERE'S THAT BARON' AS SHE WAS LOOKING OUT THE R WINDOW AND PAX #2 STATED THAT HE HAD RWY 35 IN SIGHT. I THEN TRANSITIONED FROM THE INSTS TO VISUAL. THE FIRST THING I SAW WAS THE BARON COMING FROM DIRECTLY UNDER ME ABOUT 100-200 FT ON A R BASE. I THEN TURNED L AND ENTERED A BASE LEG; THEN A R TURN TO FINAL FOR RWY 35 AT F28. THE BARON EXITED THE RWY AS I FLARED TO LAND. THE BARON MADE NO RADIO CALLS ON CTAF 122.80 UNTIL HE STATED THAT HE HAD ME IN SIGHT. THIS CALL WAS AS HE PASSED FROM UNDER US TO THE L. THE LAST RADIO CONTACT I HEARD WAS OKC APCH TERMINATING RADAR SVC WITH ACFT Y AND INFORMING HIM A C172 WAS ON THE NDB APCH TO RWY 35 AT F28. I RPTED TO OKC APCH THAT I WAS PROC TURN INBOUND AS REQUESTED AND THEY CLRED ME OVER TO CTAF AND REQUESTED I CANCEL IFR WITH HIM OR VIA TELEPHONE ONCE ON THE GND. I MONITORED BOTH OKC AND EL RENO CTAF THROUGHOUT THE ENTIRE APCH. FROM THE TIME I SPOTTED ACFT Y VISUAL CONTACT WAS MAINTAINED AS THE BARON TAXIED TO THE FBO. I WITNESSED THE PLT GET OUT AND WALK INTO THE FBO. AS I ENTERED THE FBO; A MAN MADE THE FOLLOWING STATEMENT TO ME: 'SORRY ABOUT CUTTING YOU OFF OUT THERE; I KNEW YOU WERE OUT THERE AND I WAS WATCHING FOR YOU.' I REPLIED SOMETHING TO THE EFFECT OF 'YOU REALLY NEED TO OPERATE ON AN IFR CLRNC WHEN THE WX IS IFR.' THE BARON PLT CONTINUED; 'THIS IS MY HOME BASE; I MAKE MY LIVING OUT IN THOSE FIELDS (GESTURES TOWARD FIELDS W OF THE RWY) ABOUT 5 FT OFF THE GND -- I KNOW EVERY INCH OF GND AROUND HERE.' I STATED NOTHING MORE TO THE PLT; THOUGH HE TRIED TO INITIATE ADDITIONAL NONEVENT RELATED CONVERSATION.
