A LOC FAILED DURING SIMULTANEOUS ILS APCHS AT LAX WHICH IMPACTED CTLR WORKLOAD. THE CTLR HELD ARR ACFT OUTSIDE OF HIS AIRSPACE UNTIL A TRANSITION TO ANOTHER APCH COULD BE SET UP. THE SUPVR DID NOT AGREE WITH THE CTLR TO HOLD INBOUND TFC AND ALLEGEDLY INTIMIDATED THE CTLR INTO ACCEPTING HDOFS.

Synopsis

A LOC FAILED DURING SIMULTANEOUS ILS APCHS AT LAX WHICH IMPACTED CTLR WORKLOAD. THE CTLR HELD ARR ACFT OUTSIDE OF HIS AIRSPACE UNTIL A TRANSITION TO ANOTHER APCH COULD BE SET UP. THE SUPVR DID NOT AGREE WITH THE CTLR TO HOLD INBOUND TFC AND ALLEGEDLY INTIMIDATED THE CTLR INTO ACCEPTING HDOFS.

Narrative

SIMULTANEOUS ILS APCHS WERE BEING CONDUCTED TO RWYS 25L AND 24R INTO LAX. THE RWY 25L ILS LOC WENT UNEXPECTEDLY OTS. THIS OBVIOUSLY WAS A GREAT CONCERN TO THE ARR CTLR AND ASSOCIATE POS INVOLVED. WORKLOAD AND PHRASEOLOGY WERE TREMENDOUSLY INCREASED. AN IMMEDIATE DECISION WAS MADE BY THE ARR CTLR AND THE ASSOCIATE CTLR TO HOLD THE NEXT COUPLE OF AIRPLANES OUTSIDE OF THE AIRSPACE UNTIL THE POSITIVE TRANSITION TO ANOTHER APCH COULD BE MADE. DURING THE NEXT COUPLE OF EXTREMELY HECTIC MINS OF TRYING TO INSURE SEPARATION AND COORDINATE WITH THE LAX TWR AND ALL OTHER ADJACENT SECTORS; THE LA AREA SUPVR WALKS UP TO THE SECTOR AND STRONGLY VOICES HIS OPINION ABOUT HOLDING AIRPLANES. HE TRIED TO INTIMIDATE THE CTLRS INTO TAKING HDOFS. THIS VERBAL HARASSMENT CAME AT A TIME WHEN THE CTLRS NEEDED ASSISTANCE DURING A BUSY AND HECTIC PERIOD. THIS HAS HAPPENED NUMEROUS TIMES IN THE PAST. IT CONTINUES TO HAPPEN IN THE LA AREA ROUTINELY. IT IS A HAZARD TO FLT SAFETY. I AM WRITING TO NASA 'ASRS' BECAUSE THE OTHER AVENUES THAT WE HAVE PURSUED DO NOT SEEM TO BE CORRECTING THE PROB.
