Synopsis

PLT OF AN ATX COMMANDER DSNDS PREMATURELY FOR HIS IAP ILS APCH INTO MKC.

Narrative

AFTER IAP CLRNC FOR MCI ARPT; ILS RWY 3; VECTORS FROM MKC APCH CTL WERE GIVEN TO INTERCEPT THE LOC FOR THE FINAL APCH COURSE AND CLRNC WAS RECEIVED TO FLY THE APCH. WHILE INBOUND AND RECEIVING MARKER BEACON AND GS INDICATIONS; THE MCI TWR CTLR ISSUED CLB INSTRUCTIONS AND A FREQ CHANGE BACK TO APCH. UPON CONTACTING MKC APCH; THE APCH CTLR ASKED FOR VERIFICATION OF ALT (1600 FT MSL) AS WELL AS LOC AND GS INFO FROM THE LAST APCH. THE CTLR THEN ISSUED VECTORS FOR A SECOND APCH TO MKC ILS RWY 3. AN INTERCEPT OF 050 DEGS WAS GIVEN; AND UPON CTRING THE NEEDLE ON THE NAV INST AND BEGINNING THE APCH; THE CTLR REPEATED THE 050 DEG INTERCEPT HDG AS A NEW CLRNC AND UPON THIS HDG THE ACFT CONTINUED ON THROUGH THE LOC SIGNAL. THE CTLR THEN ISSUED A NEW HDG OF 360 DEGS TO REINTERCEPT THE LOC AND CLRED FOR THE MKC ARPT; ILS RWY 3 APCH UPON LOC INBOUND. THE DME WAS INTERMITTENT DURING THE FLT AND PROVIDING BLANK OR ERRONEOUS INFO. IT WAS REPLACED SEVERAL HRS LATER. THE MARKER BEACON PROBABLY RECEIVED A SIGNAL FROM OJC ARPT ILS RWY 17 WITHOUT THE CTLR OR PLT AWARE OF THE ERRONEOUS SIT; AND WITHOUT PROPER DME INFO; THE PUBLISHED DSCNT PROBABLY BEGAN PRIOR TO REACHING THE OM ON THE PUBLISHED INST APCH. THE ACFT NOW HAS A PLACARD WITH RESPECT TO GS RECEIVER INDICATIONS ON FREQS ENDING IN .X5 LIKE MKC ILS RWY 3.
