FALCON 10 FLC HAS RWY INCURSION APCHING RWY 28 AT CLE.
Narrative
WE WERE CLRED TO TAXI TO RWY 23R VIA RWY 28; HOLD SHORT OF RWY 23L. AS WE TAXIED ON RWY 28 WE WERE TOLD TO CONTACT THE TWR. WHEN I CONTACTED THE TWR THE CTLR TOLD US TO STOP WHERE WE WERE AND WE DID. THE CTLR THEN ORDERED A CESSNA CARAVAN; ON FINAL TO RWY 23L TO GAR. APPARENTLY WE HAD APCHED TOO CLOSE TO RWY 23L; ALTHOUGH WE DID NOT ACTUALLY ENTER THE RWY. WE FULLY INTENDED TO HOLD SHORT OF RWY 23L BUT DID NOT REALIZE OUR CLOSE PROX TO IT BECAUSE OF THE NIGHT ENVIRONMENT; THE ANGLE THAT WE WERE APCHING THE RWY AND THE ABSENCE OF A HOLD SHORT LINE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS FLC RARELY FLIES INTO CLE AND THEY HAD NO IDEA WHERE THE HOLD SHORT LINE FOR RWY 23L MIGHT BE LOCATED. RPTR ALSO STATED THEY WERE LOOKING FOR HOLD SHORT MARKINGS ON THE TXWY AND ON THE ARPT TXWY CHART. THEY ASSUMED THEY WERE THE CAUSE OF THE CESSNA GAR; BUT ARE NOT CERTAIN. FLC HADN'T THOUGHT ABOUT A SHALLOW APCH ANGLE TO AN ACTIVE RWY WOULD CAUSE THE HOLD SHORT LINE TO BE PLACED FARTHER AWAY FROM THE ACTIVE RWY. SUPPLEMENTAL INFO FROM ACN 362378: AT NIGHT IT IS DIFFICULT TO SEE THE HOLD SHORT LINE BUT WHILE TAXIING ON A RWY THERE IS NO HOLD SHORT LINE. THEREFORE; THE COMBINATION OF NIGHT AND NO HOLD SHORT LINE LED ME TO CONTINUE; CLOSER THAT THE CTLR WAS COMFORTABLE WITH; TO RWY 23L. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HIS COMPANY ONLY USES CLE WHEN THEY NEED CUSTOMS SO HE DOES NOT GO IN THERE THAT MUCH. HE DOES NOT KNOW IF THIS IS STANDARD PROC TO TAXI ON RWYS. HE FEELS THAT PART OF THE PROB MAY BE THAT THE TWO RWYS INTERSECT AT QUITE AN ANGLE AND THE PERSPECTIVE MAY SEEM CLOSER TO THE TWR THAN IT DID TO HIM.
