NMAC WITH C182 RPTED BY ACR B737 FLC DURING CLB FROM ITO. FLC HAD BEEN INFORMED OF THE TFC WHICH HAD THE ACR IN SIGHT.

Narrative

I WAS WORKING RADAR APCH CTL POS. A C182 WAS OVERFLYING NW TO SE AT 4500 FT VFR. ACR X; B737; WAS DEPARTING RWY 8 IFR. (PROCS HERE ARE THAT THEY CAN TURN ON COURSE ON DEP.) TWR GAVE ACR X A TA OF THE CESSNA AT 4500 FT. I WAS HAVING TROUBLE KEEPING RADIO COMS WITH THE CESSNA. I GAVE HIM SEVERAL CALLS INFORMING HIM OF THE JET DEPARTING RWY 8. HE ACKNOWLEDGED MY CALL BUT WAS LOOKING FOR THE BOEING. HE RPTED THE B737 INSIGHT. I GAVE ACR X A TA ABOUT THE CESSNA AND THAT THE CESSNA HAD HIM IN SIGHT. THE BOEING SAID THAT HE DID NOT SEE THE CESSNA BUT TURNED L ON COURSE ANYWAY. ACR X ADVISED ME THAT HE WAS GETTING A TCASII RA; AND ASKED IF I WAS SEPARATING ACFT AWAY FROM HIM. I REITERATED TO HIM THAT THE CESSNA WAS VFR AND THAT IT IS HIS RESPONSIBILITY TO SEE AND AVOID OTHER ACFT. THE CESSNA HAD RPTED THE BOEING JET IN SIGHT. ACR X ADVISED ME THAT HE WOULD FILE A NEAR MISS UPON HIS LNDG IN HNL. I ASKED HIM TO CALL HILO TWR AND INFORMED THE CIC ON DUTY. RADAR PRINTOUT FROM ZHN INDICATED 300 FT AND 1 MI AS THE CLOSED POINT OF BOTH ACFT; B737 NWBOUND AND CESSNA SEBOUND. THE CESSNA SAID NO COMPROMISE OF SAFETY AT ANY TIME. I THINK THAT THE ACR PLT THOUGHT SEPARATION AS IN CLASS B AIRSPACE APPLIED; WHERE WE DON'T GIVE THAT -- WE ARE CLASS D AIRSPACE.
