Narrative
TOOK A STUDENT ON A TRAINING FLT UNDER FAR PART 141 FROM I69 TO THE FLM VORTAC. PURPOSE OF THE LESSON WAS TO PRACTICE VOR/NDB NAV. I CHKED NOTAMS ON THE COMMERCIAL WX SVC COMPUTER. CHKED NOTAMS FOR FLM VORTAC AND SNYDER ARPT (KY62). 1 NOTAM FOR RWY LIGHTS OTS AT KY62 SHOWED UP. I DID NOT KNOW THAT COMMERCIAL WX DOES NOT DISSEMINATE FDC NOTAMS. I BELIEVE A NOTAM WAS IN EFFECT FOR TEMPORARY FLT RESTRS AT 3000 FT AND BELOW WITHIN A 10 NM RADIUS OF FALMOUTH; DUE TO THE FLOOD AND EVAC WHICH WAS OCCURRING. WE PENETRATED THIS TEMPORARY FLT RESTR AREA. I LATER DISCOVERED THE FDC NOTAM FROM A FELLOW CFI. IN THE FUTURE; I WILL DEFINITELY GET AN FSS BRIEFING WHEN LEAVING THE LCL AREA. I BELIEVE I HAVE BECOME TOO RELIANT ON COMMERCIAL WX SVCS WHICH DO NOT CONSTITUTE A LEGAL WX BRIEFING. THROUGH THE USE OF THESE WX SVCS I OFTEN FEEL I CAN DRAW A VERY GOOD MENTAL PICTURE OF THE LCL WX AND THE WX SYS APCHING. I BELIEVE I CAN BETTER TRACK THE WX USING THESE AS OPPOSED TO AN FSS BRIEFING SOMETIMES. I NOW REALIZE THAT THESE SYS WORK WELL AS SUPPLEMENTS TO AN FSS BRIEFING; BUT OFTEN LEAVE GAPS OF INFO; IE; FDC NOTAMS. IN THE FUTURE; I WILL BE CALLING FOR FSS BRIEFINGS WHEN LEAVING THE LCL AREA.
