COMMUTER TWIN IS ASSIGNED AN ALT BY YWG DEP CTLR OTHER THAN ZMP EXPECTED. THE FIRST CTR CTLR; CZWG; FAILED TO CATCH THE ERROR. AN APPARENT OPDEV.

Narrative

AFTER TKOF FROM YNG WE CHKED IN WITH DEP AND WERE ASSIGNED 3000 FT MSL; HDG 090 DEGS. WE WERE HDG 090 DEGS AND SUBSEQUENTLY CLRED TO FL230; AND 'WHEN LEAVING 4000 FT; CLRED R TURN ON COURSE.' THE CAPT HAD READ BACK 'CLRED TO FL230;' AND SELECTED FL230 ON THE ALT SELECTOR. WHEN HANDED OFF TO WINNIPEG CTR; THE CAPT CHKED ON; 'CLBING TO FL230.' THE CTLR ACKNOWLEDGED. WHEN WE CHKED ON WITH ZMP CLBING TO FL230; THE CTLR ACKNOWLEDGED. LATER; WHEN CLBING THROUGH FL223 THE CTR CTLR ASKED US TO VERIFY OUR ALT OF FL220. THE CAPT RESPONDED; 'CLBING FL223 FOR FL230.' THE CTLR THEN ASKED US WHO CLRED US TO FL230. WE TOLD HIM THAT YWG DEP HAD; BUT DUE TO WINDS WE WOULD TAKE FL190 IF THAT WOULD WORK. CTR THEN CLRED US BACK TO FL190. A FEW MINS LATER CTR ASKED FOR HELP IN TRACKING DOWN THIS PROB. THE FLT IS FILED FOR FL210 BUT WE HAVE RECEIVED DIFFERENT ALTS IN THE PAST FOR VARIOUS REASONS. WHEN WE WERE CLRED TO FL230 WE THOUGHT THAT WAS HIGH BUT READ BACK 'CLBING TO FL230' AND PROCEEDED TO DO SO. WE CHKED IN WITH 2 CTLRS (YWG CTR; ZMP) 'CLBING TO FL230' AND WERE ACKNOWLEDGED EACH TIME. AS THE ZMP CTLR STATED 'SOMEBODY DROPPED THE BALL;' AS A BREAKDOWN IN COMS OCCURRED SOMEWHERE ALONG THE LINE. WE ASKED CTR ABOUT ANY CONFLICT AS A RESULT OF THIS AND WERE INFORMED THERE WAS NOT A CONFLICT WITH ANY OTHER ACFT. THEY JUST WANTED TO TRACK DOWN THE MISCOM.
