Narrative
THE PROB IS THAT I PENETRATED THE COASTAL ADIZ WITHOUT A XPONDER CODE. THE PROB AROSE WHEN I WAS TOLD TO 'STAND BY' BY A CTLR WHILE ENRTE FROM AN INTL DEP. THE PROB WAS COMPOUNDED WHEN MY FLT PLAN WAS NOT RELAYED FROM FREEPORT FLT SVC TO MIAMI FLT SVC. FILED AN INTL FLT PLAN; IN PERSON; AT FREEPORT FSS WITH THE ATTENDANT ON DUTY. I FILED DIRECT TO FXE AT 6500 FT. I DEPARTED FREEPORT INTL; STARTED A CLB TO 6500 FT ON A HDG OF APPROX 260 DEGS. SHORTLY AFTER XING THE SHORELINE OF THE GRAND BAHAMA ISLAND I TRIED TO CONTACT MIAMI RADIO ON 122.4. NO CONTACT WAS MADE; SO I SWITCHED TO FREQ 133.4 AND ATTEMPTED TO CONTACT MIAMI RADIO. ON INITIAL CONTACT I WAS ANSWERED WITH 'XYZ; STAND BY.' AT THIS POINT I WAS APPROX 60 NM FROM FXE ON THE 80 DEG RADIAL. AFTER ABOUT 10 MINS I CALLED MIAMI RADIO AGAIN AND WAS GIVEN A XPONDER CODE. I WAS APPROX 40 NM FROM FXE ON THE 80 DEG RADIAL. SHORTLY THEREAFTER MIAMI RADIO CALLED WITH 'XYZ; RADAR CONTACT 50 MI W OF FREEPORT.' MIAMI RADIO RELAYED A MESSAGE FOR ME TO CALL ZMA ONCE I WAS ON THE GND. ZMA ADVISED ME THAT I HAD PENETRATED THE ADIZ BEFORE I HAD RECEIVED A XPONDER CODE AND WAS IN VIOLATION. I WAS IN CONTACT WITH MIAMI RADIO BEFORE I PENETRATION THE ADIZ; AND WAS ACKNOWLEDGED WITH MY TAIL NUMBER; BUT TOLD TO 'STAND BY.' HAD THE CTLR GIVEN ME A XPONDER CODE I WOULD NOT HAVE BEEN IN VIOLATION.
