A B737-200 WAS RETURNED TO SVC WITH ENGINEERING AUTH WORK REQUESTS NOT COMPLETED BUT SIGNED OFF IN THE LOGBOOK AND WORK RECORDS.
Narrative
I AM A LINE AVIONICS MECH FOR AN ACR IN ZZZ. SEVERAL CO-WORKERS AND MYSELF WERE ASSIGNED TO ACCOMPLISH ACR ENGINEERING AUTH NUMBERS XYZ1 AND XYZ2 ON AN ACFT WHICH INVOLVED EXTENSIVE REWORK OF THE WIRING AND ELECTRICAL CONNECTION DEVICES OF THE ACFT'S ACARS SYS. THIS WAS BEING ACCOMPLISHED IN AN ATTEMPT TO CORRECT A CHRONIC SYS FAULT. ENGINEERING AUTH XYZ2 CALLED FOR EXTENSIVE CHKING OF EXISTING WIRING AND CONNECTIONS OF COMPONENTS OF THE ACFT'S E2-1 ELECTRONIC RACK; AS WELL AS A COMPLETE REWIRING OF THE ACARS SYS ON THE E2-4 ELECTRONIC SHELF. THE REWORK TO THE E2-4 SHELF INCLUDED THE REPLACEMENT OF ALL ELECTRICAL CONNECTORS ON THAT RACK ASSOCIATED WITH THE ACARS MGMNT UNIT; INCLUDING CONNECTOR D9400; WHICH IS THE CONNECTOR THE ACARS MGMNT UNIT CONNECTS TO WHEN THE MGMNT UNIT IS INSERTED INTO THE SHELF. I DID NOT PERSONALLY ACCOMPLISH THIS REWORK OF THE E2-4 SHELF OR REPLACE THE ELECTRICAL CONNECTORS ON THE SHELF; AS I PRIMARILY WORKED THE REMAINING WIRES IN THE ACFT. AFTER THE TOTAL JOB WAS COMPLETED AND THE SYS WAS TESTED AND FOUND TO BE OK; I CLRED THE MEL THAT WAS ASSIGNED TO THE SYS AND MADE THE LOGBOOK ENTRIES; THUS TAKING RESPONSIBILITY FOR THE PROPER ACCOMPLISHMENT OF THE ENGINEERING AUTHS. THIS WAS AT XA45 ON MAR/XA/97. UPON RETURNING TO WORK AT XJ00 ON MAR/XB/97; I DISCOVERED FROM MY CO-WORKERS; WHO ACCOMPLISHED THE REWORK ON THE E2-4 SHELF; THAT THE D9400 CONNECTOR DID NOT ACTUALLY GET REPLACED PER ENGINEERING AUTH XYZ2. I WAS INFORMED THAT D9400 HAD BEEN VISUALLY INSPECTED VERY CLOSELY AND WAS FOUND TO BE IN PERFECT OPERATIONAL SHAPE AND RE-USED. AS OF THIS WRITING; THE SYS IS FUNCTIONING NORMALLY AND THERE ARE NO PLANS THAT I AM AWARE OF TO RESCHEDULE THE ACFT IN TO REPLACE D9400. IN THE STRICTEST SENSE; I HAVE VIOLATED AT LEAST FAR PART 43; AND POSSIBLY ONE OR MORE PARTS OF THE ACR MAINT POLICY AND PROCS MANUAL; FOR DOCUMENTING THAT WORK WAS ACCOMPLISHED THAT NEVER WAS ACTUALLY ACCOMPLISHED.
