AN ACR MD80 CAUSED ANOTHER ACR TO TAKE EVASIVE ACTION GAR WHEN IT TAXIED PAST AN UNMARKED HOLD SHORT POINT.

Narrative

PROB AROSE BECAUSE CREW WAS DISTRACTED AND IN TOO MUCH OF A HURRY FOR TKOF. CONTRIBUTING FACTORS: CAPT WAS NOT FOLLOWING ACR PROC; INACTIVE RWY WAS NOT WELL MARKED. CREW WAS BEHIND AND NOT FOCUSED. HOW IT WAS DISCOVERED: TWR CTLR. CORRECTIVE ACTION: STOPPED ACFT BEFORE XING ONTO RWY AND INTO LNDG ACFT'S FLT PATH. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR IS A NEW FO ON THE MD80; HAVING FINISHED UPGRADE IN MARCH 1997. HIS CAPT HAS 2 YRS TO GO BEFORE RETIREMENT AND SEEMS NOT TO CARE ANY MORE. THE RPTR TAXIED OUT TXWY J TO RWY 28 TO HOLD SHORT ON RWY 28 FOR LNDG TFC ON RWY 23L. THEY WERE THEN TO CROSS RWY 23L TO TKOF ON RWY 23R. THE ATCT LCL CTLR TOLD THE RPTR TO STOP. AN ACR APCHING RWY 23L HAD TO GAR. THE CAPT WAS ASKED TO CALL CLE TWR AT THE NEXT STOP. THE CAPT FOUND THAT THIS SAME THING HAD HAPPENED 8 TIMES IN THE LAST 2 MONTHS. THE RPTR BELIEVES THAT A LIGHTING SYS AS AT STL MIGHT HELP. THE RPTR HAS NOT HEARD FROM THE FAA ON THIS YET. HE IS NOW AWARE OF THE FAA SAFETY HOTLINE.
