Synopsis

A FOKKER 100 RPTED CABIN FLOOR VIBRATION AT 270 KTS. FOUND R INNER SHROUD DOOR SUPPORT ROD NOT ATTACHED.

Narrative

AN EVENT OCCURRED SUBSEQUENT TO WORK I PERFORMED ON A CHK ON ACFT ON MAR/TUE/97 THAT AIRLINE FEELS MAY BE CONNECTED TO ME. IN REF TO ACFT CABIN FLOOR VIBRATION ABOVE 270 KTS AND SUBSEQUENT PHL FINDINGS OF R INNER SHROUD DOOR OUTBOARD FORWARD ROD NOT ATTACHED; I MUST DISAGREE WITH ANYONE WHO ATTRIBUTES RESPONSIBILITY FOR THE VIBRATION AND UNATTACHED ROD TO ME FOR SEVERAL REASONS. FIRST; AND MOST IMPORTANTLY; I REMEMBER SPECIFICALLY CHKING THE ENTIRE AREA AND ENSURED ALL WAS SECURED DURING MY CHK AT PIT. SECOND; WE HAVE HAD SEVERAL ACFT IN FOR CHK THAT WE HAVE FOUND WITH RODS NOT ATTACHED WITHOUT ANY PREVIOUS PLT DISCREPANCIES PRIOR TO OUR SECURING THE RODS. THIRD; IT IS MY UNDERSTANDING THAT VIBRATION OCCURRED 2 DAYS AFTER MY CHK; APPARENTLY WITHOUT ANY PROB BEFORE THAT TIME. FOURTH; IT WAS NOTED THAT EXTENSIVE FLAP WORK AND ENG WORK WERE DONE OVER SEVERAL DAYS. I BELIEVE IT WOULD NOT TAKE THIS AMOUNT OF TIME TO FIND A ROD NOT ATTACHED. IT IS MORE LIKELY THE ROD WAS REMOVED DURING THE EXTENSIVE FLAP WORK. FIFTH; THE MOST LIKELY CULPRIT FOR CABIN VIBRATION; AS STATED; ABOVE 270 KTS ARE THE BLOWOUT DOORS ON STUB WINGS. I SHARE IN THE COMPANY'S RESOLVE TO FIND THE CAUSE TO A PROB. HOWEVER; THE TIMING AND SCENARIO OF MY CHK; VIBRATION OCCURRENCE; EXTENSIVE FLAP WORK; DAYS PAST MY CHK WITHOUT PROB; PRIOR FINDINGS OF NON ATTACHED RODS WITHOUT VIBRATION HISTORY; AND OTHER SUSPECT AREAS; DOES NOT ADD UP TO PLACING THE BLAME ON ME IN EVEN THE MOST REMOTE WAY.
