Narrative
UPON BEING CLRED FOR THE YARDLEY 2 ARR (PATUXENT TRANSITION) WAS TOLD BY ZDC; UPON XING PATUXENT VOR TO CROSS LOUIE INTXN AT AND MAINTAIN 13000 FT MSL. CRUISING ALT WAS FL190 UPON RECEIVING XING RESTR AT PXT VOR FOR LOUIE (20 NM FROM PXT VOR). INITIATED 1500 FPM RATE OF DSCNT TO CROSS LOUIE AT 13000 FT. UPON PASSING 14400 FT; EXPERIENCED LIGHT TO MODERATE TURB AND IMMEDIATELY STARTED SLOWING TO MANEUVERING SPD. RATE OF DSCNT SLOWED TO 500 FPM; WINDS WERE 240 DEGS/15 KTS AT 14000 FT (TAILWIND). CRUISED LOUIE AT 13800 FT MSL AND CONTACTED BALTIMORE APCH (HDOF). TURB CONTINUED AS LIGHT TO OCCASIONAL MODERATE ALONG ARR CORRIDOR. DSCNT RATE WAS 100-200 FPM DUE TO TURB AND MANEUVERING SPD. APPROX 10 MI PAST LOUIE INTXN ON THE ARR; BALTIMORE APCH CALLED TO ASK US WHAT ALT WE HAD BEEN CLRED TO; WE REPLIED 13000 FT. HE THEN ASKED US OUR ALT AND WE RESPONDED 13200 FT. HE THEN SAID HE SHOWED US AT 14000 FT AND SAID THE PREVIOUS CTLR HAD GIVEN US THE CLRNC TO CROSS LOUIE AT 13000 FT. WE ACKNOWLEDGED THIS AND RPTED THAT OUR XPONDER(S) HAD BEEN READING HIGH/LOW AS MUCH AS 1000 FT IN THE PAST 2 DAYS. THE CTLR ACKNOWLEDGED OUR XMISSION AND HANDED US OFF TO ZNY AND WE CONTINUED THE REST OF THE FLT UNEVENTFULLY. NOTE: ON THE RETURN FLT FROM TEB-AVL; ATC INFORMED US HE HAD LOST RADAR CONTACT WITH US ON THE CLBOUT. WE RECYCLED THE XPONDER AND IT WORKED UNEVENTFULLY FOR THE REMAINDER OF THE FLT. BOTH XPONDERS HAVE BEEN WRITTEN UP ON OUR SQUAWK SHEET TO BE REPAIRED ASAP!
