A STINSON L5 PLT WANDERS INTO THE SAT CLASS C AIRSPACE WHILE USING PILOTAGE TECHNIQUES IN MINIMUM VFR WX.

Narrative

I CALLED FSS AND RECEIVED RPTED WX AS 1500 FT SCATTERED; 2000 FT BROKEN 3-4 MI IN HAZE FOR SAT; TX; IMPROVING. I WAS FLYING S ON THE W SIDE OF HWY IH35 AND T98 (SAN MARCOS) TO SSF (STINSON). THE WX ENRTE WAS AS FORECAST WITH PATCHY AREAS OF LOW VISIBILITY. I CONTACTED SAT APCH ON 124.45 FOR FLT FOLLOWING TO SSF. I WAS TOLD BY SAT APCH THAT I WAS AT THE APCH END OF RANDOLPH AND I SHOULD HAVE CONTACTED HIM SOONER. HE THEN GAVE ME VECTORS S AND THEN TO SSF. I THEN LANDED AT SSF STINSON AND WAS ADVISED TO CONTACT SAT ATC BY PHONE. FACTORS AFFECTING MY JUDGEMENT WERE DUE TO AN AREA OF LOW VISIBILITY BTWN ME AND THE RANDOLPH ARPT; ALSO DUE TO THE HAZE IT WAS MORE DIFFICULT TO DETERMINE THAT I HAD PROCEEDED TO THE LOCATION THAT I INADVERTENTLY ENTERED THE CLASS D AIRSPACE PRIOR TO CONTACTING THE CTLING ATC FACILITY. I WAS FLYING BY PILOTAGE AND DID NOT HAVE RADIO NAV. THE RANDOLPH AFB IS A CLASS D AIRSPACE SURROUNDED BY AN ALERT AREA THAT MAY HAVE HAD CONCENTRATED STUDENT JET TRAINING. I AM GLAD THAT NO IMMEDIATE DANGER WAS ENCOUNTERED AND I REGRET MY INADVERTENT ENTRY INTO THE CLASS D AIRSPACE AND WILL SEEK RADIO NAV EQUIP TO PREVENT ANY FUTURE VIOLATIONS OF ATC CTLED AIRSPACE.
