GND CTL INSTRUCTED TO TAXI VIA TXWY U; RWY 28; SHORT OF RWY 23L. APCHING TXWY W ON TXWY J; GND ASKED IF WE HAD OUR NUMBERS AND IF WE WERE READY. (LOAD PLANNING COMPUTERS WERE DOWN; AND WE HAD JUST FINISHED RECEIVING OUR NUMBERS.) WE SAID YES. GND CTL THEN TOLD US TO TAXI VIA TXWY J ONTO RWY 28; AHEAD OF THE MD80 AT TXWY U AND RWY 28; AND TO MONITOR TWR ON 120.9. CLE TWR TOLD US TO HOLD SHORT OF RWY 23L. 1 ACFT THEN LANDED. CLE TWR TOLD US TO CROSS RWY 23L FOR RWY 23R. WE TOLD THE TWR WE REQUIRED RWY 23L DUE TO WT AND BAL. TWR TOLD US TO HOLD SHORT OF RWY 23L AND IN THE FUTURE TO TELL GND CTL THAT WE WOULD REQUIRE RWY 23L. I RESPONDED BY SAYING 'HOLDING SHORT.' WE CONTINUED TO HOLD SHORT. TWR THEN TOLD US THAT THERE WAS TFC ON FINAL FOR RWY 23L AND TO TAXI ONTO RWY 23L. AS HE WAS INSTRUCTING US; I RELEASED THE BRAKES AND BEGAN TO ROLL. TWR THEN SAID TO CROSS RWY 23L; TURN L ON RWY 23R AND CONTINUED WITH FURTHER COMPLEX INSTRUCTIONS IN A HURRIED AND CONFUSING MANNER. MY COPLT AT THE SAME TIME SAID THAT THERE WAS TFC ON SHORT FINAL FOR RWY 23L. I COULD NOT SEE THE FINAL APCH PATH TO RWY 23L; SO I HELD MY POS SHORT OF RWY 23L. TWR THEN SAID (CALL SIGN) TO TURN L ON TXWY S. I DID NOT KNOW HOW I COULD TURN L ON TXWY S FROM MY POS. TWR THEN SAID (WRONG CALL SIGN) CROSS RWY 23L. NOW; NOT ONLY WAS HE GIVING LONG; COMPLEX AND CONFUSING INSTRUCTIONS; HE WAS CALLING US BY THE WRONG CALL SIGN. I TOLD THE TWR I WAS HOLDING. TWR CAME BACK AND SAID I WAS NOT HOLDING. TWR THEN ASKED ACR Y IF THEY COULD LAND ON RWY 23R. ACR Y RESPONDED THEY COULD AND DID LAND ON RWY 23R. TWR THEN CLRED US FOR TKOF AND WHEN WE WERE 700 FT ABOVE GND; HE TOLD US TO CALL. THE COPLT READ BACK THE PHONE NUMBER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST LEARNED FROM THE CALLBACK THAT RPTR'S ACFT WAS A DC9 AND THAT THE CALL TO THE SUPVR INDICATED NO DISCREPANCIES OTHER THAN THE FLC SHOULD INFORM GND CTLR WHEN THEY NEED THE LONGER RWY FOR DEP.
