HE CLBED OVER THE C172 AND TURNED L. C172 PLT SENSED THE SIT WAS SHAPING UP BUT FAILED TO SAY ANYTHING TO THE TWR. TWR CTLR APOLOGIZED.

Narrative

I REQUESTED TO TAXI TO RWY 3 FOR DEP. TWR CLRED ME TO DO SUCH. ARRIVING AT INTXN E; I CALLED READY FOR TKOF. TWR CLRED ME FOR TKOF AND I REPEATED THE CLRNC TO DO SO. AFTER TAKING THE RWY AND WELL INTO THE TKOF ROLL; I CAME OVER A SMALL RISE IN THE RWY AND NOTED A HIGH WING ACFT APCHING ME HEAD ON. THE OTHER ACFT APPEARED TO BE ON THE RWY SURFACE. HAVING SUFFICIENT SPD; I ROTATED AND MADE AN IMMEDIATE L TURNOUT; I ROLLED BACK TO THE R TO SEE WHAT THE OTHER ACFT WAS DOING. I NOTED A RED AND WHITE C172 TAXIING DOWN RWY 21. AT THAT TIME; I ASKED THE TWR CTLR; 'DID YOU SEE THAT OTHER AIRPLANE ON THE RWY?' A MOMENT PASSED AND THE CTLR SAID; 'I FORGOT ABOUT THAT OTHER AIRPLANE.' HE THEN CLRED THE C172 TO TAXI TO PARKING. ANOTHER MIN PASSED AND THE CTLR APOLOGIZED FOR THE MISHAP. THE PLT OF THE C172 HEARD ALL XMISSIONS FROM THE TIME I WAS CLRED TO TAXI; UNTIL CLRED FOR TKOF. NO OTHER XMISSIONS WERE MADE; AND THE C172 PLT SAID NOTHING. THE C172 PLT LATER TOLD THE TWR CHIEF THAT HE WISHED HE HAD SAID SOMETHING; THUS IMPLYING TO ME; HE KNEW I WOULD BE GOING OPPOSITE DIRECTION THAN HE WAS LNDG AND STILL SAID NOTHING.
