DC8 FREIGHTER BLOWS TIRES ON THE L SIDE MAIN LNDG GEAR ON LNDG AT BOS. THE ANTI-SKID SYS HAD BEEN DEFERRED ON THE MEL. EMER GND EQUIP CAME OUT TO ASSIST. ACFT LEFT ON RWY 22L.

Narrative

ON FLT FROM MCO TO BOS WITH ANTI-SKID SYS DEFERRED. NORMAL TEXT BOOK VISUAL APCH AND LNDG WAS MADE TO RWY 22L. TOUCHDOWN WAS ACCOMPLISHED AT NORMAL RATE OF DSCNT AND FLARE WITHIN 1500 FT OF DISPLACED THRESHOLD. IMMEDIATELY AFTER TOUCHDOWN THE ACFT STARTED TO DECELERATE ON ITS OWN WITHOUT BRAKING. AT THE SAME TIME THE ACFT BEGAN TO 'DIP' TO THE L; THE CAPT MAINTAINED DIRECTIONAL CTL AND KEPT THE ACFT ON CTRLINE. TWR CALLED AND SAID WE HAD SMOKE COMING FROM OUR L GEAR TIRES. EMER VEHICLES ARRIVED AND WE SHUT DOWN AND DEPARTED THE ACFT. CALLBACK ONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: FO; RPTR; SAID THAT THE ACFT WAS A DC8-71. THE FLC HAD NOT TOUCHED THE BRAKE PEDALS. IN FACT; THE PIC HAD BRIEFED ON KEEPING AWAY FROM THE BRAKE PEDALS AND KEEPING THE HEELS ON THE FLOOR DURING LNDG. THE ANTI-SKID SWITCH WAS IN THE OFF POS FROM MCO TO BOS AS PER CHKLIST. CAPT HAD CALLED MAINT SUPVR LATER AND WAS ADVISED THAT A HYD VALVE IN THE BRAKE SYS HAD MALFUNCTIONED AND HAD PORTED FLUID UNDER PRESSURE TO THE BRAKING SYS. THE EMER GND EQUIP WAS CALLED OUT BY THE TWR FOR; WHEN THE CREW ASKED FOR IT; THE TWR STATED THAT 'IT WAS ON THE WAY.' THE ACFT WAS LEFT ON THE RWY; EFFECTIVELY CLOSING IT UNTIL THE ACFT WAS TOWED AWAY.
