COMMUTER TWIN LANDS WITHOUT CLRNC AT DFW. FLC WAS DISTRACTED WITH STEEP APCH AND GND HOLDING TFC ON ANOTHER RWY. APCH CTLR FAILED TO HAND THEM OFF TO TWR.

Narrative

WE WERE AT 5000 FT WHEN THE CTLR CLRED US FOR THE VISUAL APCH AND TO MAINTAIN 180 KTS OR GREATER. THE PF CALLED FOR GEAR DOWN SO THAT A HIGH RATE OF DSCNT COULD BE MAINTAINED UNTIL WE WERE ESTABLISHED ON A 3 DEG PROFILE. THIS ALSO PREVENTED THE EXTENSION OF FLAPS DUE TO SPD LIMITATIONS WHICH ALSO DELAYED THE EXECUTION OF LNDG CHKS AND CHKLISTS. THE LNDG CHKLIST WAS ACCOMPLISHED AT 1000 FT WITH MAX ATTN DIRECTED TOWARDS THE LNDG AND AN ATR LINED UP FOR TKOF ON RWY 13L. WE WERE LNDG ON RWY 17L; DFW; A XING RWY. CONTRIBUTING FACTORS WERE: DELAY OF CHKLISTS; HIGH CLOSE IN BASE TURN TO FINAL; AND AN ACFT READY FOR TKOF ON A XING RWY. POSSIBLE CORRECTIVE ACTIONS ARE IN NOT ACCEPTING APCH CLRNC UNLESS YOU ARE REASONABLY SURE THAT ACFT WILL BE STABILIZED BY 2000 FT; AND CHKLISTS COMPLETED BY 1500 TO 1000 FT. SUPPLEMENTAL INFO FROM ACN 371431: APCH NEVER INSTRUCTED US TO CONTACT TWR AND WE FAILED TO DO SO RESULTING IN A LNDG WITHOUT CLRNC ON RWY 17L AT DFW. WE DID NOT RECOGNIZE OUR ERROR UNTIL WE TURNED OFF THE RWY AND NOTICED WE WERE STILL ON APCH CTL FREQ. WE WERE LEFT HIGH ON THE VISUAL APCH RESULTING IN CREW CONCENTRATION ON GETTING DOWN WITH A STABILIZED APCH. THE CREW WAS WELL RESTED ON THE FIRST LEG OF THE DAY.
