Narrative
AT APPROX XA48Z WE MADE A VISUAL APCH TO RWY 15 AT ASE. TWR ADVISED WINDS GUSTING OVER 30 KTS. WE (CREW) DECIDED TO ABORT THE APCH AND HOLD. ATC ISSUED HOLDING INSTRUCTIONS; HOLD NW; AS PUBLISHED AT DBL; 16000 FT. WE PROGRAMMED THE FMS FOR HOLD. UNFORTUNATELY WE WERE TOO CLOSE AND IT DID NOT ACTIVATE. AS WE PASSED DBL HDG TO THE NE; WE HEARD A CE500-560 CANCEL HIS IFR. SHORTLY AFTER THAT (SECONDS); WE RECEIVED A TA ON OUR TCASII. THE INTRUDER ACFT WAS AT 7 O'CLOCK POS AND DSNDING. WE RECEIVED THE RA SECONDS LATER TO DSND. THE CO-CAPT SAID TURN R AS I EXECUTED THE DSCNT. UNFORTUNATELY THIS PARALLELED US WITH THE CITATION. I BELIEVE HE STATED THIS TO STAY WITHIN THE BOUNDARIES OF OUR HOLDING PATTERN. WE CONTINUED THROUGH 15000 FT WITH THE CITATION FOLLOWING US VERY CLOSELY BEHIND (ASPEN APCH CONFIRMED LATER 1/2 MI AND 300 FT). WE WERE UNABLE TO GET THIS ACFT OFF OF OUR TAIL. THE RA CONTINUED AT 15000 FT (DSND; DSND; INCREASE RATE) UNTIL WE REACHED 14000 FT. AT 14000 FT; CLR OF CONFLICT. DURING THE RA WE HEARD THE CITATION TELL APCH HE HAD US IN SIGHT. REGARDLESS; THE CREW FELT THE RA REQUIRED US TO EXECUTE THE MANEUVER; SINCE WE DID NOT HAVE HIM IN SIGHT. HE FOLLOWED US FROM 16000 FT TO 14000 FT; 300 FT ABOVE US AS WE DSNDED. I FEEL THAT THE CITATION PLT WAS PLAYING CAT AND MOUSE WITH OUR ACFT. ASPEN APCH WAS RELIEVED OF SEPARATION WHEN HE STATED HE HAD US IN SIGHT. UNFORTUNATELY THEY NEVER ADVISED US OF THE TFC. THIS CITATION PLT; EVEN THOUGH HE HAD US IN SIGHT; SHOULD HAVE NEVER PASSED; FOLLOWED US SO CLOSELY BEHIND. WE PLAN ON FILING A NEAR MISS WITH ASPEN APCH; SO THE FAA CAN INVESTIGATE HOW CLOSE HE FOLLOWED US. I SPOKE TO THIS PLT ON THE GND AT ASE; AND HE DID NOT SEE ANY PROB WITH HIS FOLLOWING US. I SHOULD NOTE THIS PLT WAS AN OWNER OPERATOR. THIS PLT OBVIOUSLY DOES NOT UNDERSTAND TCASII CONSIDERATIONS.
