APCH CTLR VECTORING A PA28 FOR A VISUAL APCH TO BWI HAD POTENTIAL CONFLICT LTSS OCCUR WITH A DH8 AT THE SAME ALT AND OPPOSITE DIRECTION. TURN GIVEN THE PA28 WAS NOT SUFFICIENT TO MAINTAIN SEPARATION AND THE PA28 HAD THE SUN IN HIS EYES AND THERE WAS HAZE IN THE AREA.

APCH CTLR VECTORING A PA28 FOR A VISUAL APCH TO BWI HAD POTENTIAL CONFLICT LTSS OCCUR WITH A DH8 AT THE SAME ALT AND OPPOSITE DIRECTION. TURN GIVEN THE PA28 WAS NOT SUFFICIENT TO MAINTAIN SEPARATION AND THE PA28 HAD THE SUN IN HIS EYES AND THERE WAS HAZE IN THE AREA.
Narrative
I WAS FLYING UP PAST PXT TO LAND AT BWI. I GOT TURNED IN DIRECT BAL BEFORE GRACO; SO MY HDG TO BAL WAS ABOUT 325 DEGS. I HAD BEEN DSNDED TO AND WAS AT 2000 FT. BALTIMORE APCH GAVE ME A HDG OF 325 DEGS. VISIBILITY WAS VERY POOR DUE TO HAZE AND WE WERE LOOKING TOWARD THE SUN FOR TFC. BALTIMORE CALLED TFC AHEAD AT 2000 FT AND TOLD ME TO COME R TO 040 DEG HDG. I TURNED AND ANSWERED UP BEFORE I REALIZED HE WAS STILL KEYING THE MIKE. I HEARD HIM SAY; 'GOD DAMN IT' UNDER HIS BREATH; NOT REALIZING HE WAS STILL ON THE AIR. WHEN I STARTED THE TURN I SAW THE DASH 8 OPPOSITE DIRECTION AT MY ALT ABOUT 1/2 MI AWAY. I WAS TURNING TO 040 DEGS AND HE STARTED CLBING; POSSIBLY DUE TO A TCASII RA (MY GUESS). THE CTLR HAD NOT HEARD ME ANSWER UP AND CALLED FOR 040 DEG HDG AGAIN; AND I ANSWERED AGAIN. WITH THE DASH 8 BEHIND US WE LOST SIGHT OF HIM AND WERE VECTORED BACK INTO THE ARPT. THE HAZE WAS SO BAD WE COULD NOT SEE THE ARPT AT ABOUT 3 MI AND 2000 FT; SO WE WERE TOLD TO COME DOWN TO PATTERN ALT WHERE WE SAW IT. MAYBE BWI SHOULD HAVE BEEN USING THE ILS APCHS. I WAS LOOKING IN AND OUT BECAUSE THERE WAS NO HORIZON AND IT WAS IMPOSSIBLE TO TELL IF I WAS MAINTAINING HDG WITHOUT LOOKING IN. SINCE IT WAS MVFR IN APCH AIRSPACE; I SHOULD HAVE USED THE AUTOPLT SO I COULD LOOK OUT MORE.
