Narrative
ACFT STRUCK AND BROKE PWR LINE AT APCH END OF RWY 23 AT 3OH9 WITH NOSE FORK. LINES WERE UNMARKED. CONTRIBUTING FACTORS: SHORT APCH DID NOT ALLOW TIME TO DETERMINE POS OF PWR LINE POLES SO AS TO ALLOW FOR SUFFICIENT HT TO CLR LINES. BRIGHT SUN. DISPLACED THRESHOLD NOT CLRLY VISIBLE FROM PATTERN ALT. ARPT OWNER INDICATED THERE HAVE BEEN 'SEVERAL' STRIKES AND PWR COMPANY HAS BEEN REQUESTED TO BURY THE LINES BTWN THE 2 POLES OR AT LEAST ADD ORANGE BALL MARKERS. THEY HAVE NOT COMPLIED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HAD BEEN INTO THIS ARPT 7 YRS AGO. AT THAT TIME THE ARPT WAS NOT LISTED IN HIS FLT MANUAL; HAVING FOUND IT BY LORAN AND THE COORDINATES GIVEN HIM BY AN ASSOCIATE. HE THOUGHT THE ARPT WAS STILL UNLISTED AND USED THE LORAN AGAIN FOR NAV. THAT IS WHY HE HAD NOT READ ANYTHING ABOUT THE ARPT'S OBSTRUCTIONS OR DISPLACED THRESHOLDS. THE LAST TIME IN HE HAD LANDED THE OPPOSITE DIRECTION; AWAY FROM THE PWR LINES. THE 2 TIRES THAT MARKED THE DISPLACED RWYS ARE ON EACH SIDE OF THE RWYS AND ARE A FADED WHITE. THE PWR LINES; BELONGING TO THE XYZ PWR COMPANY ARE DOUBLE LINES; THE RPTR HAVING FLOWN IN BTWN THE 2. HE HAD MADE A 'CIRCLING BASE' APCH THIS TIME AND THUS FAILED TO GET A GOOD LOOK AT THE APCH PATH. THE UPPER LINE TOOK OFF HIS ROTATING BEACON WHICH HE REPLACED AFTER RETRIEVING IT. THE ARPT MGR/OWNER SAYS THAT THE LINES HAVE BEEN KNOCKED DOWN SEVERAL TIMES. THE RPTR FELT LUCKY THAT HE WAS ABLE TO MISS THE TOP LINE AND NOT HAVE IT HIT THE COCKPIT WINDSHIELD. RPTR STATED THAT HE HAS HEARD THAT THE PWR COMPANY HAS ADDED ORANGE 'STRIPS' TO THE PWR LINES AND HE DOESN'T KNOW HOW EFFECTIVE THAT MIGHT BE; SUGGESTING THAT THE ARPT MGR/OWNER BE CONTACTED REGARDING THAT ISSUE.
