THERE WERE NO ATC INSTRUCTIONS GIVEN PRIOR TO LNDG ABOUT THE CONFLICTING TFC ON THE CONVERGING RWY. THE RPTR WAS ASKED BY THE CTLR IF THEY COULD HOLD SHORT OF THE RWY AT THE SAME TIME THEY WERE COMING TO A STOP.

JUL/XX/97; XA20; ELMIRA CORNING REGIONAL ARPT; WHILE ROLLING OUT OF A LNDG ON RWY 28 AND APCHING THE INTXN OF RWY 28 AND RWY 6; THE CAPT NOTICED AN EMB110 EMBRAERER BANDIT TRANSITIONING INTO A FLARE FOR LNDG ON RWY 6 AND WAS ABLE TO GET OUR ACFT TO A STOP BEFORE THE INTXN HOLD LINE ON RWY 28. THROUGHOUT THE APCH AND LNDG WE WERE NEVER TOLD OF THIS ACFT'S WHEREABOUTS. THE LCL CTLR ASKED US IF WE COULD HOLD SHORT OF RWY 6 ABOUT THE SAME TIME WE CAME TO A STOP. ALWAYS LOOKING TO CLR BEFORE XING ANY RWY ABSOLUTELY PREVENTED A DISASTER AND THE CAPT SHOULD HAVE BEEN THANKED BY THE LCL CTLR. BUT; INSTEAD; HE WAS CHASTISED OVER THE FREQ FOR ASKING FOR A PHONE NUMBER TO THE FACILITY -- BEING TOLD HARSHLY THE NUMBER WAS IN OUR COMPANY OPS IN THE TERMINAL. WE WERE NEVER ADVISED TO A LAND AND HOLD SHORT POSSIBILITY AND WOULD NOT HAVE ACCEPTED PER OUR COMPANY OPS SPECS. BEING ASKED TO HOLD SHORT ON A LNDG ROLLOUT WITH TFC IN SO CLOSE TO LNDG AS IT WAS DID NOT DISPLAY GOOD JUDGEMENT ON THE PART OF THE CTLR WHEN SPD ADJUSTMENTS WERE NEVER ASKED FOR OR A GAR WAS NOT INSTRUCTED TO THE EMB110. WE HAD RIGHT-OF-WAY DUE TO RWY 28 BEING USED WITHOUT A LAND AND HOLD SHORT INSTRUCTION FROM THE TWR. TO ASK US TO HOLD SHORT AND NOT INSTRUCT THE BANDIT TO GAR AND NOT PROPERLY SPACE THESE 2 ACFT WAS NOT GOOD JUDGEMENT ON THE PART OF THE CTLR.
