ON JUL/XA/97 I READ A LETTER THAT WAS PUT IN THE AREA READ BINDER THAT STATED SECTOR 20 AREA C WAS TO ACQUIRE AIRSPACE FROM SOCAL TRACON THAT IS DESIGNATED AS CLASS B AIRSPACE. THE LETTER ALSO INSTRUCTED CTLRS TO PROVIDE SVCS ASSOCIATED WITH CLASS B AIRSPACE. THE PROCS FOR CLASS B AIRSPACE ARE TERMINAL PROCS. IT IS CLRLY DEFINED IN THE 7110.65 AS CLASS B AIRSPACE -- TERMINAL. THERE ARE NO ENRTE PROCS FOR CLASS B AIRSPACE. THE UNSAFE SIT THAT NOW EXISTS IS THAT CTR CTLRS ARE BEING TOLD TO APPLY PROCS FOR WHICH THEY HAVE NO TRAINING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED A UCR WAS FILED 3 WKS AGO ON THE PROC. RPTR INDICATED THE ONLY RESPONSE HAS BEEN THAT THE PROC IS BEING REVIEWED. RPTR HAS NOT CALLED THE ADMINISTRATOR'S HOTLINE. RPTR ALLEGED THE PROC WAS PLACED IN THE READ BINDER WITHOUT A BRIEFING OR ANY TRAINING BEFORE THE PROC WAS IMPLEMENTED. RPTR INDICATED IT WAS THEN REMOVED FROM THE READ BINDER AND PLACED IN THE HOT ITEM BINDER AFTER THE RPTR CALLED ATTN TO THE PROC AND QUESTIONED ITS LEGALITY. RPTR INDICATED THE READ BINDER IS FOR REVIEW BY PERSONNEL AT THEIR CONVENIENCE AND THE HOT ITEM BINDER IS A MUST READ BEFORE GOING ON POS. RPTR WAS UNAWARE OF WHAT CAUSED THE AIRSPACE CHANGE BUT STATED ANOTHER SECTOR WITHIN THE CTR CURRENTLY CTLS TFC IN A DIFFERENT CLASS B AIRSPACE THAT HAS BEEN DELEGATED TO THE CTR.
