Synopsis

RWY LIGHTS OTS AT INL; MN; WHICH HAD THE PLT ACTIVATE THE LIGHTS FOR THE RWY. ACFT WAS A BAE3100 ON A REGULAR PAX FLT.

Narrative

ON A ROUTINE FLT FROM MSP TO INL; NOTAMS DICTATED THE ALS AND RWY LIGHTS WERE OTS FOR RWY 31/13; AND THE MALSR'S WERE OPERABLE. UPON OUR IN RANGE CALL (APPROX 50 MI OUT) WE VERIFIED THE MALSR'S WERE OPERABLE WITH THE COMPANY. HOWEVER; WHEN THE LIGHTS WERE 'CLICKED ON;' THE MALSR'S DID NOT ILLUMINATE. WE DETERMINED THAT ADEQUATE DAYLIGHT WAS LEFT TO MAKE A VISUAL LNDG WITHOUT INCIDENT; WHICH WE DID. THE RWY LIGHTS HAVE BEEN OTS FOR WKS AT INTERNATIONAL FALLS WHICH COULD PRESENT A HAZARDOUS SIT FOR ANY ACFT LNDG AFTER SUNSET. SUPPLEMENTAL INFO FROM ACN 376619: REGULARLY SCHEDULED FLT FROM MINNEAPOLIS; MN; TO INTERNATIONAL FALLS; MN. PREFLT PREPARATION RESULTED IN NOTAMS FOR RWY 13/31 ALS OTS. FLT WAS SCHEDULED TO ARRIVE PRIOR TO OFFICIAL NIGHT. MALSR WERE CONFIRMED TO BE WORKING UPON IN-RANGE CALL (50 NM OUT) BY INL OPS. WHEN LIGHTS WERE CLICKED ON FROM ACFT; LIGHTS SHORTED OUT. ADEQUATE DAYLIGHT WAS LEFT TO MAKE A VISUAL APCH TO RWY 31 WITHOUT INCIDENT. RWY AND ALS AT INL HAVE BEEN OTS FOR WKS RESULTING IN SEVERAL DIVERTED FLTS BECAUSE OF ARRIVING PAST POINT OF ADEQUATE DAYLIGHT. SUGGEST ALS AND RWY LIGHT BE FIXED ASAP!
