SMA GA PLT CROSSES L RWY FOR A 'POS AND HOLD' ON THE R. ACFT LNDG ON THE L WAS REASSIGNED THE R AND WENT AROUND BECAUSE OF THE RWY INCURSION. LCL CTLR ADVISED PLT RPTR THAT HE HAD BEEN TOLD TO HOLD SHORT OF THE L RWY. RPTR CITES CTLR OPERATING TWR AND GND WITH ASSOCIATED FREQ CONGESTION SATURATION.

Narrative

I CALLED GND CTL FOR TAXI. DISCOVERED CTLR WAS ALSO CTLING BOTH RWYS AND TAXI ON ALL FREQS; OPEN MIKE. SEVERAL ATTEMPTS; THEN HE RESPONDED TO MY REQUEST. THE RWYS IN USE WERE ORIENTED TO THE SE (USUAL NW). AT THE RUNUP AREA; 1 PLANE WAS CLRED FOR TKOF AND I WAS CLRED TO CROSS THE L AND INTO POS AND HOLD ON THE R. AS I STARTED OUT OF THE RUNUP AREA I DISCOVERED I WAS STILL ON GND FREQ AND CHANGED TO TWR WHICH I THINK WAS WHEN I MISSED THE CTLR CHANGING A PREVIOUSLY CLRED TO LAND ON THE L OVER TO THE R RWY. I THEN TAXIED INTO POS AND SAT WAITING FOR TKOF CLRNC. THEN I HEARD THE CESSNA SAY HE WAS GOING AROUND. THE CTLR ACKNOWLEDGED AND COMMENTED TO ANOTHER ACFT. HE THEN CAME BACK TO ME AND ASKED IF MY CLRNC HADN'T BEEN TO HOLD SHORT OF THE L. I SAID I UNDERSTOOD HIM WRONG IF THAT WAS THE CASE BUT HAD HEARD DIFFERENTLY. HE THEN CLRED ME TO TAKE OFF WITH NO FURTHER COMMENT. I THINK THERE WERE A LOT OF XMISSIONS AND CORRECTIONS TO INSTRUCTIONS DURING THIS WHOLE TIME PERIOD AND A LOT OF CONFUSION WAS EVIDENT BOTH ON THE PART OF PLTS FLYING AND THE CTLR. THERE WERE A LOT OF REPEATED INSTRUCTIONS TO VARIOUS PLANES. FOR WHATEVER THE REASON; AND GIVEN THE CLOSE OPERATING CONFINES OF THE RHV ARPT; I DON'T THINK THE CTLRS SHOULD HANDLE ALL FREQS IN A MANNER THAT LETS ALL PLTS AND PLTS IN TRANSIT HEAR ALL THE COMS NORMALLY SEPARATED. MY TIME ON THE RWY WAS A COUPLE OF SECONDS AND THE CESSNA WAS NOT LINED UP ON THE R RWY NOR IN VIEW AS I TAXIED.
