PLTDEV NMAC WHEN A VFR DH6 CONFLICTS WITH A DEPARTING ACR MLG IN THE DEP CORRIDOR OF RWY 2. THE DH6 HAD REVERSED COURSE DUE TO WX WITHOUT COM TO THE DC AFTER DEPARTING RWY 2 NEBOUND ALONG THE SHORELINE.
Narrative
A TWIN OTTER DEPARTED RWY 2 ON A VFR FLT TO HANA ARPT. DEP PROCS GIVEN WERE TO REMAIN OFFSHORE; FOLLOW SHORELINE AT 1500 FT. AFTER A NORMAL DEP ACFT #1 WAS TURNED OVER TO DEP CTL FOR IDENT AND CLASS C SVC. SUBSEQUENTLY; ACFT #1 REVERSED COURSE DUE TO ENCOUNTERING CLOUDS AND RAINSHOWERS WITHOUT SAYING ANYTHING TO THE DEP CTLR. ACFT #2 DEPARTED RWY 2 WITH A HDG OF 360 DEGS AS PER MAUI 4 DEP. THE DEP CTLR CALLED MAUI. TWR AND SAID THAT ACFT #1 HAD REVERSED ON HIS OWN WITHOUT TELLING THE CTLR AND THE CTLR ASKED IF THERE WERE ANY DEPS; TWR SAID ACFT #2 HAD JUST DEPARTED AND FOR ACFT #1 TO REMAIN E OF THE DEP CORRIDOR. DEP CTLR ACKNOWLEDGED. TWR CAB COORDINATOR ADVISED LCL CTL OF THE SIT. LCL CTLR ADVISED ACFT #2 OF THE TFC AND ASSIGNED A TURN TO 300 DEGS TO TURN AWAY FROM ACFT #1. ACFT #1 DID NOT APPEAR TO TURN AWAY FROM THE DEP CORRIDOR. TARGETS WERE AT 1/4 MI WITH ACFT #1 AT 600 FT AND ACFT #2 AT 400 FT. TARGETS MERGED. THE NEXT RADAR SWEEP HAD TARGETS PASSED WITH ACFT #1 AT 600 FT AND ACFT #2 AT 1100 FT. ACFT #2 WAS ADVISED HE WAS PAST THE TFC AND ADVISED TO CONTACT DEP CTL. THE PLT 'ROGERED' TERSELY. SUBSEQUENTLY THE DEP CTLR COORDINATED THAT ACFT #1 WANTED TO ORBIT INLAND AND WAIT FOR THE RAINSHOWER TO PASS. TWR GOT COMS AND ASSIGNED VFR HOLDING OVER A VISUAL RPTING POINT AT 1000 FT. ACFT #1 CONTINUED TO FLY PAST THE POINT AND CLB TO 2500 FT. A CLRNC WAS THEN COORDINATED WITH THE APPROPRIATE APCH CTL SECTOR.
