Narrative

RECEIVED TCASII TA; THEN RA 'DSND' WARNING. TFC WAS IN SIGHT AT 4 MI OR MORE. GENTLE DSCNT COMMENCED IMMEDIATELY TO 300 FT BELOW FLT PLAN ALT. OPPOSITE DIRECTION TFC WAS CLBING THROUGH OUR ALT. PORT O PRINCE; HAITI; CTR DID NOT ADVISE OF TFC CONFLICT. ACTIONS SOP. OUR FLT WAS APCHING; BUT NOT WITHIN 10 MINS OF ZMA HDOF BY HAITI ATC. VISUAL CONDITIONS DID NOT HAMPER SEE AND BE SEEN SEPARATION ADJUSTMENTS. OUR FLT WAS AND HAD LONG BEEN STABILIZED AT OUR ASSIGNED FLT LEVEL AND WE WERE UNDER CONSTANT COM WITH PORT O PRINCE CTR; EXACTLY ON AIRWAY. I DO NOT RECALL OUR ASSIGNED ALT THAT DAY BUT IT IS ON RECORD. MY ASSESSMENT IS THAT MIAMI COMS WITH HAITI ATC AND FLT HANDLING WERE POOR. WE WERE PREPARING TO CONTACT ZMA 132.3 WHEN TCASII SOUNDED AND TFC WAS ACQUIRED VISUALLY. IN MONITORING ADJACENT ATC FACILITIES; I GIVE PRIORITY TO OUR CURRENT CTLING CTR TO ASSURE COMPLIANCE. ZMA NEEDS REAL TIME COM CAPABILITY WITH ITS NEIGHBORS. PLEASE NOTE: I DID NOT TAKE PREVIOUS NOTES AS DEV WAS CONSIDERED BY ME TO BE SLIGHT AND SOP.
