Narrative
I WAS BEING 'CHKED OUT' IN CHEROKEE (PA28-180) FROM AN FBO AT MKC ON SEP/XA/97 BY A CFI. I WAS FLYING THIS PLANE IN THE L SEAT WITH THE CFI IN THE R SEAT. WE HAD A PAX IN THE BACK SEAT. THE CFI WAS MANNING THE RADIOS. WE WERE IN THE PATTERN AT MKC USING RWY 19. WHILE ON R DOWNWIND FOR RWY 19; THE CFI ASKED THE CTLR FOR A SHORT APCH AND THE OPTION. WE RECEIVED APPROVAL FOR BOTH FROM THE CTLR. JUST PRIOR TO BEING ABEAM OF RWY 19 THRESHOLD; THE CFI PULLED BACK THE THROTTLE; SIMULATING AN ENG FAILURE. I ADJUSTED THE ACFT TO BEST GLIDE AND TURNED R BASE. DURING THIS TIME I WAS PUTTING IN FULL FLAPS. I FLEW THE ACFT TO THE THRESHOLD OF RWY 19 AND MADE THE TURN TO FINAL INSIDE THE THRESHOLD. AT THAT TIME I SAW A CESSNA ON THE RWY AHEAD OF US. I WAS SURPRISED TO SEE THIS PLANE SINCE WE HAD APPROVAL FOR THE SHORT APCH AND HAD BEEN CLRED FOR THE OPTION. THE CFI SAID; 'WE HAVE TO DO SOMETHING.' I MADE THE DECISION TO APPLY PWR AND INITIATE A GAR. THE CTLR THEN SAID; 'CHEROKEE; GO AROUND.' THE CTLR ALSO ADVISED US TO FLY ON THE R SIDE OF THE RWY; WHICH I DID. I COULD SEE THAT WE WERE OVERTAKING AND PASSING THE CESSNA PRIOR TO MID FIELD. AS WE PASSED THE CESSNA; IT DISAPPEARED FROM MY SIGHT UNDER MY L WING. I WAS ENSURING THAT I COULD INCREASE MY AIRSPD AND ACHIEVE A POSITIVE RATE OF CLB BEFORE GRADUALLY RETRACTING THE FLAPS ON MY CLBOUT. THE CFI INSTRUCTED ME TO FLY AT A SW ANGLE AWAY FROM THE RWY SO AS NOT TO INTERFERE WITH THE CESSNA'S DEP. EVENTUALLY; AS MY DISTANCE FROM THE RWY INCREASED; OFF MY L WING I COULD SEE THE CESSNA ROTATE AND INITIATE ITS CLB FROM THE DEP END OF RWY 19. BECAUSE OF MY ACFT'S CLOSE PROX TO THE CESSNA ON THE RWY; WHEN I TURNED FINAL; EVASIVE ACTION WAS NEEDED TO AVERT AN ACCIDENT. I FEEL THAT THE CESSNA SHOULD HAVE BEEN TOLD BY THE CTLR TO HOLD SHORT OF THE RWY FOR LNDG TFC.
