PLT OF AN EXPERIMENTAL ACFT MISTAKENLY TOOK OFF FROM A TXWY WHICH PARALLELED THE INTENDED RWY. SINCE THERE WERE PARALLEL TXWYS AND RWYS; THE RPTR BELIEVED THAT HE WAS ON THE RWY AFTER TAXIING OUT ON A PARALLEL TXWY. TWR WAS 'STEPPED ON' WHEN ATTEMPTING TO INTERVENE AND HAVE THE RPTR ABORT.

Narrative

I WAS AT THE TWR BASE AT LVK AND HAD BEEN CLRED TO TAXI TO RWY 25R. THERE ARE 2 PARALLEL TXWYS ON THE N SIDE OF THE RWY. BEING UNFAMILIAR WITH THE ARPT I MISREAD MY ARPT DIAGRAM AND WHILE TAXIING EBOUND THOUGHT I WAS ADJACENT TO THE RWY BUT WAS REALLY ADJACENT TO THE OTHER TXWY. I STOPPED SHORT OF THE 'RWY' (SECOND TXWY) AND OBSERVED AN ACFT THAT I THOUGHT WAS IN POS AND HOLDING ON RWY 25R. HE HAD ACTUALLY JUST DONE A RUN-UP AND ELECTED TO TAXI BACK TO THE PARKING AREA WBOUND ON THIS SECOND TXWY. HIS DEP WBOUND ON THE TXWY; WAS INTERPRETED IN THE BACK OF MY MIND AS A DEP ON RWY 25R; AS I WAS BUSY WITH MY RUN-UP. WHEN CLRED FOR TKOF I PULLED ONTO THIS TXWY AND DEPARTED WITHOUT INCIDENT. I HEARD THE TWR CALL MY ACFT NUMBER JUST AS I STARTED MY TKOF ROLL BUT HE WAS COVERED UP BY OTHERS ON THE FREQ AT THE SAME TIME. WHILE I AM ACUTELY AWARE THAT THE ENTIRE INCIDENT WAS ENTIRELY MY FAULT I HAVE A SUGGESTION THAT; IF IMPLEMENTED; WOULD HAVE CAUSED ME TO ABORT THE TKOF WITHIN SECONDS. I AM SURE THAT THE TWR'S XMISSION TO ME UPON TKOF ROLL WAS TO ABORT; BUT IT WAS NOT RECEIVED AS PREVIOUSLY NOTED. I SUGGEST THAT CTLRS MIKES BE EQUIPPED WITH A SECOND XMIT BUTTON; PERHAPS RED IN COLOR. WHEN AN EMER CONDITION EXISTS THAT REQUIRES HIS XMISSION TO BE RECEIVED HE WOULD USE THIS BUTTON. THIS BUTTON WOULD ENGAGE AN IN-LINE LINEAR AMPLIFIER THAT WOULD RAISE HIS PWR FROM 2-3 WATTS TO PERHAPS 100 WATTS. THIS WOULD PRECLUDE HIS SIGNAL FROM BEING OVERRIDDEN PRETTY MUCH ANYWHERE WITHIN SEVERAL MI. THESE AMPLIFIERS ARE SMALL; RELIABLE; AND READILY AVAILABLE ON THE MARKET FOR SEVERAL HUNDRED DOLLARS. PIC IS ALSO A LICENSED COMS ENGINEER; 44 YRS EXPERIENCE.
