RPTED SIT IN WHICH A MO20 ENTERED THE AIRSPACE OF 2 FACILITIES WITHOUT A HDOF OR INTERFAC COORD WITH THE FIRST FACILITY.

Narrative

RADAR WAS 'SPLIT' (EAST/WEST). I WAS WORKING EAST DURING A MODERATELY BUSY PERIOD. I HAD 6-7 OTHER ACFT ON MY FREQ AT THE TIME. I HAD JUST CLRED A T38 FOR THE HI-ILS RWY 15 AT CHS; AND JUST TOOK A HDOF ON A HVY C141 LNDG AT CHS ALSO. MEANWHILE; THE MOONEY (WHO WAS AN OVERFLT TO THE NE) WAS NEARING THE BOUNDARY TO MYRTLE BEACH APCH. I TRIED TO INITIATE AN AUTOMATED HDOF TO MYR BUT RECEIVED AN 'INTERFACE FAILURE.' I HAD MY SUPVR (AS WE HAD NO FLT DATA POS STAFFED AT THE TIME) DO A '6; 7; 10' AMENDMENT IN THE FDIO IN THE HOPES OF BEING ABLE TO EFFECT A HDOF (AUTOMATED) TO MYR. WE TRIED -- STILL THE 'IF' PROB. IN THE INTERIM; THE T38 WAS TO DO A LOW-APCH AND THEN STAY WITH THE TWR FOR SOME VFR PATTERN WORK. I CLRED THE C141 FOR THE TACAN APCH AND THEY HAD MY SUPVR 'ARTS FORCE' THE MOONEY'S DATA TO MYR'S COMPUTER. RIGHT THEN; TWR CALLED AND SAID HE WAS SENDING THE T38 BACK TO US DUE TO MULTIPLE DEPS AND ARRS. HE (TWR) THEN CALLED BACK AND SAID THE T38 DECLARED MINIMUM FUEL AND COULD NOT ACCEPT GOING BACK TO RADAR. I TOLD THE TWR (LCL) CTLR TO KEEP THE T38 ON HIS FREQ AND BRING HIM BACK TO THE ARPT. ALL OF THIS HAPPENED WHILE I ACCEPTED ANOTHER AUTOMATED HDOF ON AN IFR CITATION 525 LNDG AT CHS. I THEN CANCELED THE APCH CLRNC ON THE C141; CLBED HIM AND TURNED HIM E. THE CITATION CHKED ON AND I VECTORED AND DSNDED HIM FOR THE VISUAL APCH. THE T38 THEN MADE IT IN. I VECTORED THE C141 TO FOLLOW THE CITATION. AFTER EVERYONE MADE IT IN AND THINGS STARTED TO CALM DOWN; GUESS WHO CALLS? THE MOONEY -- WHO'S NOW 30 NM S OF FLO AND WANTS A DSCNT. (HIS POS INDICATES THAT HE NOT ONLY WASN'T IN MY AIRSPACE; HE WASN'T IN MYR'S EITHER (HE HAD ALREADY FLOWN THROUGH). HE WAS IN FLORENCE; SC; (FLO) AIRSPACE. I QUICKLY (DESPERATELY?) COORDINATED WITH MYR WHO IN TURN DID THE SAME WITH FLO. FLO RADAR IDENTED HIM AND ASKED US TO SWITCH THE MOONEY TO THEIR FREQ. IN THE END; THE MOONEY NEVER BECAME A FACTOR FOR OTHER ACFT BEING CTLED BY MYR OR FLO (AS FAR AS I KNOW).
