THE CPR FLC OF AN LTT RPT ENCOUNTERING A ROLL MOMENT DURING THE TOUCHDOWN PHASE OF LNDG THAT WAS APPARENTLY GENERATED BY A RECENT DEP. THE DEP ACFT TYPE IS UNKNOWN. THE RPTR'S ACFT WAS DAMAGED SLIGHTLY.

Narrative

THE EVENING OF MAR/XA/97 PROVIDED GOOD VISUAL CONDITIONS FOR A VISUAL APCH TO RWY 29L. THE FLT AND APCH WAS NORMAL UNDER ALL CIRCUMSTANCES. WHEN WE WERE WITHIN 4-5 MI OF RWY 29L; MSP TWR ADVISED US THAT AN ACFT WAS TAXIING INTO POS ON RWY 29L. WE ACKNOWLEDGED THE RPT AND CONTINUED THE VISUAL APCH. WHEN WE WERE APPROX 3-4 MI FROM TOUCHDOWN; THE ACFT THAT WAS IN POS STARTED ITS TKOF ROLL. NEITHER MYSELF NOR THE OTHER PLT RECALLS EXACTLY WHAT TYPE OF ACFT IT WAS. THE APCH WAS NORMAL AS I STATED EARLIER AND OUR SPD OVER THE APCH END OF THE RWY WAS VREF + 10 KTS. APPROX 3 FT OFF THE GND; THE AIRPLANE SUDDENLY ROLLED TO THE R; CAUSING THE R WINGTIP TO CONTACT THE RWY. THE ACFT REMAINED IN CTL AT ALL TIMES AND A NORMAL LNDG ROLL TO A FULL STOP WAS ACCOMPLISHED. ON A POSTFLT INSPECTION SOME SUPERFICIAL DAMAGE WAS OBSERVED ON THE R WINGTIP. A FERRY PERMIT WAS ISSUED TO US AND THE ACFT WAS FLOWN TO APPLETON; WI; FOR REPAIRS. THE WIND CONDITIONS AT THE TIME OF THIS EVENT WERE OUT OF THE NW AT 10 KTS.
