Narrative

WHILE ON BASE LEG TO LAND AT BEC RWY 18; I OBSERVED A HIGH PERFORMANCE PISTON OR TURBOPROP ACFT DEPART RWY 18 AT 3KM ARPT. THIS AIRPLANE TURNED E AFTER DEP AND PASSED ABOUT 400-500 FT ABOVE AND ABOUT 200 FT N OF MY POS. BOTH ACFT WERE DISPLAYING ROTATING BEACONS; STROBE LIGHTS; AND POS LIGHTS. ADDITIONALLY MY ACFT HAD A LNDG LIGHT ON. I TOOK NO EVASIVE ACTION BECAUSE THE APCHING ACFT WAS CLBING RAPIDLY AND TURNING NE. CONTRIBUTING FACTORS: FAILURE OF AIRPLANE DEPARTING 3KM TO FLY A STANDARD PATTERN (R TURNS FOR RWY 18) AND DEPART FROM MIDFIELD OR FURTHER N. 3KM PATTERN IS W OF FIELD. CLOSER PROX OF NEW BEECH RWY 18 TO JABARA ARPT. INABILITY TO SEE THE 13TH STREET RAILROAD TRACKS AT NIGHT. BEECH FIELD REQUIRES THAT THE PATTERN BE FLOWN E OF THE FIELD AND S OF THE TRACKS; TO AVOID CONFLICT WITH JABARA TFC. BEECH TFC DEPARTING TO THE W IS REQUIRED TO CROSS MIDFIELD; THEN FLY TO 13TH STREET AND PROCEED W. RECOMMENDATION: ASK THE WICHITA ARPT AUTH (OWNERS OF 3KM JABARA) TO PROHIBIT L TURNS UPON DEP FROM RWY 18. ALSO; REQUIRE EBOUND TFC DEPARTING RWY 36 TO TURN E NO FURTHER S THAN MIDFIELD. THIS WILL PROTECT TFC IN THE BEECH AIRFIELD PATTERN. I BELIEVE THE EXISTING AGREEMENTS BTWN THE WICHITA ARPT AUTH AND RAYTHEON ACFT; IF ANY EXIST; TO BE INSUFFICIENT TO PROVIDE MAX SAFETY BECAUSE OF THE LOCATION OF THE NEW RWY AT BEECH FIELD.
