A B737-300 WAS DISPATCHED WITH AN INTERIM REPAIR MADE TO THE L MAIN LNDG GEAR INNER DOOR BONDING WIRE WITH NO ENGINEERING APPROVAL OR REPAIR DOCUMENTATION.
Narrative
GATE MECH RPTED TO ME THAT L MAIN LNDG GEAR BONDING WIRE BROKEN FROM INNER DOOR TO STRUT. I ORDERED PART FROM STOCK ROOM. LATER; GND BONDING WIRE CAME; BUT IT WAS TOO SHORT. REORDERED NEW ONE; SAME LENGTH CAME. RECHKED IPC AND REORDERED THIRD WIRE. DURING WAITING FOR NEW WIRE; I DISCUSSED WITH GATE MECH TO CONNECT 2 WIRES TOGETHER AND DEFERRAL. I ASKED 2 A&P'S TO HELP OUT; AND CALLED MAINT CTL FOR INFO. WHILE SPEAKING TO MAINT CTL FOR 10 MINS ON THE TELEPHONE; HE TOLD ME THAT PER GNMM WE CAN CONNECT 2 WIRES TOGETHER AND DEFER WITH ENGINEERING VARIATION APPROVAL. DURING CONVERSATION WITH MAINT CTL; I HEARD ON RADIO ONE MECH SAID THAT WE'VE GOT IT AND READY TO GO. I THOUGHT THEY GOT THE RIGHT GND BONDING WIRE SO I TOLD MAINT CTL WE GOT THE RIGHT ONES. I WENT BACK TO MY OFFICE. 1 HR LATER; I FOUND OUT GATE MECH DEFERRED THESE GND BONDING WIRES WITHOUT ENGINEER APPROVAL (NO ENGINEERING VARIATION APPROVAL). ACFT REVISITED 3 1/2 HRS LATER. WE CLRED THAT DEFERRAL WITH THE RIGHT LENGTH GND BONDING WIRE.
