A B747-100 LANDS AT ORD; IL; AND REFUSES A LAND AND HOLD SHORT CLRNC. FLC CRITICAL OF TWR CHASTISING THEM OVER THE AIR FOR THEIR LACK OF COOPERATION.

Narrative

ATIS SAID LNDG ON RWY 14L/R AND RWY 9R WITH LAHSO OPS IN PROGRESS. OUR OPS MANUAL PREVENTS US FROM ACCEPTING LAHSO CLRNC. OVER THE MARKER WE CALLED TWR AND WERE CLRED TO LAND AND HOLD SHORT OF RWY 9R. I INFORMED TWR WE COULD NOT ACCEPT LAHSO. HE CHEWED US OUT ON THE AIR AND DEMANDED TO KNOW IF WE HAD INFORMED APCH OF OUR NO-LAHSO STATUS. I KNEW OF NO SUCH REQUIREMENT TO DO SO. HE CLRED US TO LAND AND WE DID HOLD SHORT; EVEN THOUGH WE COULDN'T TAKE THE CLRNC. THE ON-AIR DRESSING DOWN WAS UNPROFESSIONAL AND UNCALLED FOR! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT ATIS ANNOUNCED THE LAND AND HOLD SHORT RESTR. RPTR'S COMPANY DOES NOT PERMIT FLCS TO ACCEPT LAND AND HOLD SHORT CLRNCS. CAPT NEVER MENTIONED TO TRACON THAT HE WOULD NOT ACCEPT A HOLD SHORT CLRNC BECAUSE THE CTLR WAS SO BUSY THAT HE WOULD NOT HAVE THE TIME TO FORWARD ANY MESSAGE TO THE TWR CTLR; SO NOTHING WAS SAID ABOUT REFUSAL OF SUCH A CLRNC UNTIL ACFT WAS TALKING TO THE TWR CTLR. WHEN TWR ISSUED THE LAND AND HOLD SHORT CLRNC; IT WAS REFUSED BY THE FLC; BECAUSE IT IS THEIR COMPANY POLICY TO REFUSE SUCH A CLRNC. THE TWR WAS NOT EVER INFORMED OF SUCH A COMPANY POLICY; SO WHEN CLRNC TO LAND AND HOLD SHORT WAS GIVEN AND REFUSED; THE TWR OPERATOR BEGAN TO CHASTISE THE FLC FOR NOT INFORMING APCH AND BEING NON COOPERATIVE. THE RPTR WAS FLYING A B747-100. HE SET THE AUTO BRAKES TO MINIMUM AND HAD NO PROB HOLDING SHORT OF THE RESTR OF RWY 9R. THE ENTIRE APCH SEEMED RUSHED TO THE FLC. FLC KNEW OF NO REQUIREMENT TO MENTION TO APCH CTL THAT THEY WOULD NOT ACCEPT A LAND AND HOLD SHORT CLRNC. WHAT IS PREDOMINATE IN THE RPTR'S MIND IS THE SEVERE CHEWING OUT FROM THE TWR CTLR. HE FELT IT WAS VERY UNPROFESSIONAL FOR AN ATC CTLR TO ACT IN SUCH A MANNER.
