A B767 PUSHES BACK FROM GATE AT LAX; CA; AND THE JET BLAST CAUSES SOME GND DAMAGE TO BAGGAGE CONTAINERS BEHIND THE DEPARTING B767. FLC STATES THAT THROTTLES WERE ALWAYS IN IDLE THRUST POS.
Narrative
THE ACFT ASSIGNED FOR THIS FLT HAD THE APU BLEED AIR VALVE PLACARDED INOP REQUIRING EXTERNAL AIR FOR ENG START. NORMAL PROCS WERE FOLLOWED FOR ENG START AT THE GATE. AFTER PUSHOUT WAS COMPLETED AND THE TUG AND INTERPHONE WERE DISCONNECTED WE REQUESTED TAXI CLRNC FROM RAMP CTL. WE WERE ADVISED TO TAXI TO THE TOP OF THE ALLEY; AND TO CONTACT GND CTL; AND THAT ACR HAD CALLED THE RAMP CTLR RPTING SOME PODS AT THE GATE OPPOSITE XX HAD BEEN BLOWN OVER BY OUR JET BLAST. THERE WAS NO MENTION OF ANY INJURIES TO PERSONNEL OR OF THE EXTENT OF THE DAMAGE. OUR THROTTLES HAD NEVER BEEN MOVED OUT OF THE IDLE SETTING. WE SUSPECT THAT THE PUSHOUT WITH ENGS RUNNING DECREASED THE DISTANCE FROM ENGS TO OBSTACLES ENOUGH TO CAUSE THE HAZARDOUS CONDITION FOR MEN AND EQUIP. WE RECOMMEND THAT TEXT BE ADDED TO THE COMPANY PAGES FOR ANY ARPTS AND GATES WHERE THIS SIT COULD OCCUR. EITHER THE ACFT REQUIRING STARTS AT THE GATE BE PUSHED BACK FROM THE GATE WITH EXTERNAL AIR SOURCES AND ENGS STARTED IN THE ALLEY OR PROHIBIT PARKING ACFT WITH INOP APU AIR FROM BEING PARKED AT GATES WHERE A START AT THE GATE AND SUBSEQUENT PUSHBACK COULD POSE A JET BLAST HAZARD.
